Procedure

Apply In-Person

1. Department of agriculture is the concerned department to sanction such license.
2. Applicant in order to obtain a Certificate to Manufacture Organic Fertilizer/Bio Fertilizer should go to the “Department of agriculture” for their area in person and apply.
3. Link for contact details :link please select the district from the map provided on the page to reach respective district portal Here please select from the menu “Department” > “Agriculture” for contact details.
4. Applicant has to get the letter head for the firm and should get required document as per our page.
5. Please collect the appropriate application form as per officer’s advice Or please download the form online using the following link Form link1 please refer FORM ‘D’ to apply
6. Submit the completed application (2 copies) along with required documents as mentioned in our required documents session.
7. After accepting the application, officials will advise the amount to be remitted as per the mode (treasury challan or as per acceptable norms).
8. Applicant after remitting the mentioned amount should provide the proof of payment (receipt or challan) to the department authority for processing.
9. Applicant will get intimation for inspection of premises.
10. Concerned authorities will inspect the business place and do their due diligence for the machine / other apparatus as mentioned in application by applicant.
11. Once all the process yields satisfactory result, Applicant gets intimation to collect the certificate.
12. On the said date, applicant can collect the certificate as per deliverable norms.

• Authorities will provide information on educational requirements as applicable to apply for the certificate.

Apply Online

1. To apply online, the applicant shall follow the given aaple sarkar link: Link and click on the "New User? Register Here" tab.
2. From the given options, select any one mode to create User ID and Password.
3. Now verify UID or Create your own user profile using OTP verification on your mobile.
4. A new page will open up where the applicant has to fill up all the personal detail(Name, D.O.B, Age, Gender, etc) in the portal.
5. Now enter the address as per the document.
6. After that provide mobile number and OTP, PAN No., UID No., and confirm password.
7. Now upload a photograph between 5kB to 20kB in JPEG format.
8. Now choose from the drop now menu any one of the Proof of Identity.
9. Finally provide a Proof of Address by clicking from the menu on screen.
10. Click on the declaration box and then click the "Register" tab.
11. Now login with the user credentials.
12. After login, click Link and then click on “Apply”.
13. The applicant will get an application displayed.
14. Fill up the application form correctly and pay the requisite fee.
15. On completion, the applicant will be notified.
16. You can check the status of the application in the portal by signing in with User ID and password.

Apply Through Centres:

1. To apply for Certificate of Manufacture Organic Fertilizer or Bio Fertilizer through centres, the applicant has to visit the respective “CSC” centre/sewa kendra. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with “Required Documents” to the office. It is advised to take the documents in original to the kiosk for scanning purposes.
6. The operator will process the application online.
7. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
8. Pay the fee as given in the “Fees” section of this page and collect the receipt.
9. An ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
10. Upon the satisfaction of the authorities, the permission will be granted according to the application.

4. List of present Directors in case of Limited/ Pvt. Limited Company (Name & complete office & Residential address)
5. Power of attorney / Resolution to a point responsible person U/C 24 of FCO 1985 to sign and submit the documents.
6. General affidavit by Competent person authorised by the resolution of the Firm /Partners / Proprietor himself along with photo and residential proof
7. Affidavit of responsible person under clause 24 of FCO 1985 nominated by resolution of the Firm / Partners / Proprietor himself along with photo and residential proof
8. Map of the factory and proof of the ownership / rent deed for that godown
9. List of Lab, equipments under clause 21 A of FCO 1985
10. Qualification proof of lab chemist
11. Registration Fee
12. Land documents in Details (Where the manufacturing takes place).
13. NOC from the Local body as appropriate
14. NOC from State Pollution Control Board.
15. List of Tech Expert with their Qualification,
16. First Aid facility (from the contact Doctor),
17. Product ingredient which are to be formulated.
18. Rubber stamp in the company name
19. Additional documents (If Any)
20. ID proof

Eligibility

• Any person desiring to manufacture the bio fertilizers
• Before granting/renewing the licence, inspection of the unit is carried out to know the manufacturing infrastructure in the factory premises and whether the applicants qualifies to get the licence as appropriate.
• Education criteria related information for eligibility can be obtained from authorities.

Fees

• As the fees structure varies from state to state, licensing officer whom applicant applies with will provide fee details.

Validity

• A license granted under insecticides (Amendment) Act, shall be valid for the period specified therein, May be renewed from time to time for such period and on payment of such fee as may be prescribed.

Need for the Document

• The grant or renewal of a license to Manufacture bio-fertilizers has to be obtained from the respective department
• Traders should strictly follow the Government classification of fertilizers for different use in agriculture. In order to be eligible for dealing with such classifications, one has to get the licence.
