The Labour department, the government of Maharashtra provides online facility to user for applying for Beedi & Cigar License. User can read the instructions and fill the form. Online service is provided by the government to save time of the user. The portal is available in two languages English and Marathi; user can select any of the preferred language. However, the application form can be printed and applied in person along with the necessary documents.

Apply Online through aaplesarkar:

  1. To apply online, the applicant shall follow the given aaple sarkar link: Link and click on the "New User? Register Here" tab.
  2. From the given options, select any one mode to create User ID and Password.
  3. Now verify UID or Create your own user profile using OTP verification on your mobile.
  4. A new page will open up where the applicant has to fill up all the personal detail(Name, D.O.B, Age, Gender, etc) in the portal.
  5. Now enter the address as per the document.
  6. After that provide mobile number and OTP, PAN No., UID No., and confirm password.
  7. Now upload a photograph between 5kB to 20kB in JPEG format.
  8. Now choose from the drop now menu any one of the Proof of Identity.
  9. Finally provide a Proof of Address by clicking from the menu on screen.
  10. Click on the declaration box and then click the "Register" tab.
  11. Now login with the user credentials.
  12. After login, click Link and then click on “Apply”.
  13. The applicant will get an application displayed.
  14. Fill up the application form correctly and pay the requisite fee.
  15. On completion, the applicant will be notified.
  16. You can check the status of the application in the portal by signing in with User ID and password.



Apply through Mobile APP:

  1. To apply via app, the applicant shall download the app from the given link: Link
  2. Select the preferred language
  3. A list of options will be provided from which the applicant must choose the concerned department
  4. Now a list of services will be displayed from which the applicant must select the required service
  5. The applicant must also provide the nature of service verification and click on “Apply” to proceed to verification
  6. Once verified, the applicant will be informed about the further process.



Apply Through Centres:

  1. To apply for Beedi and Cigar License through centres, the applicant has to visit the respective “CSC” centre/sewa kendra. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. The applicant has to fill in all the necessary information in the application form.
  5. Submit the application form with “Required Documents” to the office. It is advised to take the documents in original to the kiosk for scanning purposes.
  6. The operator will process the application online.
  7. On successful submission, the applicant will receive an application number as acknowledgement. The applicant will also get a transaction number as a text message on their registered mobile number.
  8. Pay the fee as given in the “Fees” section of this page and collect the receipt.
  9. An ”SMS” triggered update on application status will be sent to the applicant’s mobile. Please keep track of the notification.
  10. Upon the satisfaction of the authorities, the permission will be granted according to the application.



Apply in Person:

  1. Applications can also be made in-person through the Labour Department (Government of Maharashtra) offices and sub-offices.

  5. After the authorities validate your application and the documents that are submitted they will process the application for beedi and cigar license.

  1. The fees to be paid for the grant or renewal of a licence under section 4 is as specified below :-
    • Number of Employees:Upto 20.
    • Fees payable:Rs.8
    • Number of Employees: From 21 to 50
    • Fees payable:Rs.19
    • Number of Employees: From 51 to 100
    • Fees payable:Rs.38
    • Number of Employees:From 101 to 250
    • Fees payable:Rs.94

  2. In the case of an industrial premises working for a part of the year, the fees to be charged for the first time shall be half of those specified in sub-rule (1).
  3. The fees shall be paid into nearest Government treasury under the head of account, [087-Labour and Employment (a) Receipt under Labour Laws - Fees] realised under the Beedi and Cigar Workers (Conditions of Employment) Act, 1966.

Refund of Fees .

  1. If the competent authority refuses to grant or renew any licence under section 4, it shall order the refund of the fees paid therefore,
  2. If no industry or manufacturing process connected with the making of beedi is carried on in an industrial premises at any time during the period of validity of the licence in respect thereof, the licensee may, within a period of three months, from the last date of the financial year for which the licence was granted or renewed, apply to the competent authority for the refund of the fees paid by him for such licence and the competent authority shall, after making such enquiry as he may deem necessary and after satisfying itself about the correctness of the statements made in the application, order refund of such proportionate fees as it may determine subject to such conditions as it may specify.

Required InformationEdit

The application shall be accompanied by the following documents, namely :

  1. plans in duplicate showing,-
    1. The site of such place or premises, the areas therein to be used for manufacturing process and the immediate surroundings of such place or premises, including adjacent building structures, roads, drains and the like; and
    2. The elevation and necessary cross-sections of, the details relating to the natural lighting, ventilation, means of escape in case of fire, position of the plant and machinery, if any used is less and passage ways in or in relation to, the various buildings which are intended to be used for any manufacturing process;
  2. the treasury receipt showing that the appropriate fee for the licence prescribed by rule 13 has been paid.
  3. The application in duplicate together with the document specified in sub-rule (2) shall be sent by registered post or delivered by hand under acknowledgement to the competent authority.

4. Licences.—

  1. Any person who intends to use or allows to be used any place or premises as industrial premises shall make an application in writing to the competent authority, in such form on payment of such fees as may be prescribed, for a licence to use, or allow to be used, such premises as an industrial premises.
  2. The application shall specify the maximum number of employees proposed to be employed at any time of the day in the place or premises and shall be accompanied by a plan of the place or premises prepared in such manner as may be prescribed.
  3. The competent authority shall, in deciding whether to grant or refuse a licence, have regard to the following matters:—
    1. The suitability of the place or premises which is proposed to be used for the manufacture of beedi or cigar or both;
    2. The previous experience of the applicant;
    3. The financial resources of the applicant including his financial capacity to meet the demands arising out of the provisions of the laws for the time being in force relating to welfare of labour;
    4. whether the application is made bona fide on behalf of the applicant himself or in benami of any other person;
    5. welfare of the labour in the locality, the interest of the public generally and such other matters as may be prescribed.
  4. (a) A licence granted under this section shall not be valid beyond the financial year in which it is granted but may be renewed from financial year to financial year.
    • (b) An application for the renewal of a licence granted under this Act shall be made at least thirty days before the expiry of the period thereof, on payment of such fees as may be prescribed, and where such an application has been made, the licence shall be deemed to continue, notwithstanding the expiry of the period thereof, until the renewal of the licence, or, as the case may be, the rejection of the application for the renewal thereof.
    • (c) The competent authority shall, in deciding whether to renew a licence or to refuse a renewal thereof, have regard to the matters specified in sub-section (3).
  5. The competent authority shall not grant a renew a licence unless it is satisfied that the provisions of this Act and the rules made thereunder have been substantially complied with.
  6. The competent authority may, after giving the holder of a licence an opportunity of being heard, cancel or suspend any licence granted or renewed under this Act if it appears to it that such licence has been obtained by misrepresentation or fraud or that the licensee has contravened or failed to comply with any of the provisions of this Act or the rules made thereunder or any of the terms or conditions of the licence.
  7. The State Government may issue in writing to a competent authority such directions of a general character as that Government may consider necessary in respect of any matter relating to the grant or renewal of licences under this section.
  8. Subject to the foregoing provisions of this section, the competent authority may grant or renew licences under this Act on such terms and conditions as it may determine and where the competent authority refuses to grant or renew any licence, it shall do so by an order communicated to the applicant, giving the reasons in writing for such refusal.

Application for renewal. -

  1. Every application for renewal of a licence under section 4 shall be made in Form I. The application shall be accompanied by the following documents, namely:-
    1. The licence sought to be renewed;
    2. the treasury showing that the appropriate fee for the renewal of the licence prescribed by rule 10 has been paid.
  2. The application together with the documents shall be sent by registered post or delivered by hand under acknowledgement to the competent authority.

5.Certain provisions as respects grant or renewal of licence

  1. An application for the grant or renewal of a licence shall be deemed to have been duly made if it is in Form I and complies in all respects with the requirements of rule 3 or rule 4, as the case may be.
  2. The competent authority in deciding whether to grant, renew or refuse a licence shall also take into consideration as provided by section 4 of the Act, the other factors, namely, whether the site of any industrial premises is proposed to be altered, or whether any industrial premises has been closed, by the applicant during the period of twelve months, immediately preceding the date of the application with a view to causing prejudice to the interests of the labour.

6.Form and terms and conditions of licence. 

  1. A licence under section 4 shall be in Form II.
  2. Every licence granted or renewed under section 4 shall be subject to the following conditions, namely:-
    1. The manufacturing process shall be carried on only in that part of the industrial premises specified for the purpose in the licence;
    2. The maximum number of employees employed in the industrial premises shall not on any day exceed the number specified in the licence;
    3. Except with the prior permission in writing of the competent authority, the industrial premises shall not be extended and except with the like permission, no structural alterations shall be made in any building on such premises;
    4. The licence shall not be transferable;
    5. Except as provided in rule 11, the fees paid for the grant, or as the case may be, renewal of the licence shall be non-refundable.

7. Amendment of licence.

  1. A licence granted under rule 4 may be amended by the competent authority.
  2. A licensee shall be required to have his licence amended, if there is change in the name of the industrial premises or in the site on which the industrial premises is situated or if the industrial premises for which the licence is granted exceeds the limits specified in the licence in regard to the number of persons employed therein. The licensee whose licence is required to be amended shall submit to the competent authority with an application stating the nature of the amendment and reasons therefor.

8. Issue of duplicate licences.

  1. If a licence under section 4 is lost, stolen or destroyed, the licensee shall forthwith report the matter to the competent authority by whom the licence was issued or, as the case may be, last renewed, and may make an application to that authority for the issue of a duplicate licence.
  2. On receipt of the application, the competent authority shall grant to the applicant a duplicate copy of the licence duly stamped "duplicate" in red ink.

9. Appeals under section 5.-
An appeal under section 5 of the Act shall,

  1. (a) be made in writing within a period of thirty days from the date of receipt of the order sought to be appealed against; and
    • (b) be accompanied by a treasury receipt showing that the appropriate fee in respect of the appeal as specified in sub-rule (2) has been paid;
  2. The fees for preferring appeals under section 5 shall be fifteen rupees. In case the applicant succeeds, in his appeal, the fees tendered by him shall be returned to him within one month from date of the decision of the appellate authority.
