Procedure

Apply In Person

1. To apply permission to use animals in films, please visit the “Animal Welfare Board.” The address and contact details of the office can be found in the following Contact Link
2. Visit the Office and get the application form to use animals in films from the relevant department or you can download the application from the following Application form Link.
3. Please fill the application from with essential information and details and please affix the signature and seal of Applicant (Producer of the film) and owner of the animals in all the pages of the application.
4. Make sure that you have all the documents that are listed in the “Required Documents” section of this page. Attach all the important documents mentioned.
5. Then, it should be submitted to the relevant authority. Also, pay the required fees for the application process at the office as directed by the officials. Please collect the acknowledgment slip for the paid fee. Keep it safe for future reference.
6. Your application and attached documents will be sent for verification to check if there is any discrepancy.
7. After all the processes are completed, concerned officials will approve the application and proceed with the permission process.
8. Once the document is ready to be collected, the office will inform the applicant to collect it through any applicable means.

Required Documents

• Completed application form
• Fitness certificate, of the animals to be used, from a Veterinary doctor, registered with the Veterinary Council of India
• Full details of the owner of the animals in Fitness Certificate and ownership certificate
• Identity Card of the Applicant (Company ID Card)
• Identity Card of the Owner of the animal
• Proof of identity for Applicant and Owner: (Voter ID Card/Pan Card/Aadhaar Card/any ID Proof)
• No Objection Certificates(NOC)
• Payment receipt

NOTE:
Forward the application with all the above documents to the Board along with a covering letter so that it reaches the Board well in time. Plan schedule of shooting with animals, after Pre-shoot permission is granted, well in advance and intimate the same to AWBI.

NOTE for NOC:

• If details of shooting (date, place, time of shooting with sufficient time) are not intimated to the Board, as required, the Board reserves the right not to issue NOC.
• The applicants must submit the CDs with signature and seal of the Film Company on the CDs while applying for No Objection Certificate (NOC).

Eligibility

• Any person who wishes to apply permission to use animals in films can apply.
• The animal used in the film must be medically fit for the filming.

• Do submit the application to the concerned authority with required documents attached.
• Kindly pay the required amount for the application process while submitting the application form at the office.
• Most Important: Please do not use any Agents/Middlemen to apply for these permissions. The Producers/Applicants are requested to submit the application directly to the Board along with all relevant and required documents.

Need for the Document

Any person who wishes to apply for permission to use animals in films inside the state of MAHARASHTRA must possess the Pre shooting permission obtained from the Animal welfare board.

Information which might help

• In view of the intermediaries signing applications for Pre-shoot Permission and NOC, it is decided that only authorised persons can sign in the Applications (on behalf of the Company/Firm).
• The Company/Firm shall submit a letter along with the completed application authorizing a particular person to sign such applications, correspondence along with a resolution of the Board of Directors (in the case of Limited Company) and Identity proof of the Company/Firm and the authorised signatory must be submitted in all cases.

• If any of the animals to be used is a wild animal (provided it is not banned) then ownership certificate/permission of the Wildlife Department is to be attached.
• The animals banned from being used as a performing animal are Lion, Tiger, Bear, Monkeys, Panther and bulls.
• Proceed with the shooting with animals and kindly ensure that the animals being used are given adequate rest, food, water etc to ensure their well-being.
• Do not make or force the animals do anything, which is completely against their nature. Ensure that there is absolutely no cruelty involved during the shooting. Please also ensure that there is a Veterinary doctor at the shooting spot for providing emergency treatment to the animals if so required.
