Procedure

Apply Online

1. To Apply for Cracker and Explosive License, the applicant has to make the application online via – link
2. The applicant has to select the details Processing Location/ District Administration where the application is being submitted.
3. And enter the personal details of the applicant.
4. Followed by uploading all the necessary documents which are mentioned in the “Required Documents” section of this page.
5. Pay the fee amount of Rs. 500.
6. Also, the applicant has to enter all the details about the explosive and cracker details.
7. After completing all the details, the applicant has to click the “I agree” button.
8. Followed by clicking the “Submit” button.
9. After submission, an acknowledgment message with a reference number will be generated.
10. Use that reference number to check the status of the application.
11. Once all the verification is over, the applicant will be notified to download the license.
12. This entire process can be completed within 15 days or as per the timeline advised by the respective department authority.

Apply In-Person:

1. To Apply for Cracker and Explosive License, the applicant has to approach the concerned District collector office link
2. Applicant shall collect the application form from respective office on visit or Download the application form from the given link link
3. Make sure that the applicant has all the proper documents mentioned in the “Required documents” section below.
4. Submit the completed application form along with required documents to the authority.
5. Submitted application form will be verified and if all are in place, application will be accepted and an acknowledgement will be provided for submitted application.
6. This application will be processed further. Applicant gets notification about the process.
7. Authorities will visit applicant’s premises and place of business to verify and inspect as per norms.
8. There will be a criminal record check about applicant.
9. If the above process are satisfactory, applicant will get license as per notification.
10. A license with 1-year expiry period will be issued by the authority as per deliverable norms.
    

Note:After the expiry period, the applicant should follow the same procedure to obtain the license.

• Proof of Identity and Address proof
• Verification report from police
• No objection from fire service department
• No objection from local body (district administration)
• Particulars of previous license if any
• Description of place for where the storage is intended to be carried out.
• No objection certificate of the tenant, if the business is intended to be carried out on the land of tenant other than the applicant.
• Recent copy of Form-F of the land housing the Storage Facility.
• Aadhaar Card
• Passport size photos

Eligibility

• Applicant must be above 18 years of old and should be the resident of Daman and Diu.
• Not sentenced or convicted of any offence involving violence or moral turpitude for a term of not less than six months, at any time during a period of five years after the expiration of the sentence.
• Has not been ordered to execute under Chapter VIII of the Code of Criminal Procedure, 1973 (2 of 1974), a bond for keeping the peace or for good behaviour, at any time during the term of the bond.
• Whose license under the Explosives Act has not been cancelled, whether before or after the commencement of the Indian Explosives (Amendment) Act, 1978, for contravention of the provisions of this Act or of the rules Explosives Act, at any time during a period of five years from the date of cancellation of such license.

Validity

• Validity of the Cracker License on Temporary basis will be Maximum of 15 days and on Permanent basis for 1 Year (Financial Year)

NOTE : When applying for a temporary license to sell or to store on seasonal demand like Diwali – This licence will be issued in a time of 1 week to 1 month as decided by local authorities.

• Process should be initiated at least six month in advance before Diwali season
• Only authorized fireworks can be sold from a licensed fireworks premises

• To administer the responsibilities delegated under the Explosives Act 1884 the rules made thereunder related to manufacture, import, export, transport, possession, sale and use of Explosives
• Without this license one can’t deal or trade such items.

• To ensure public safety, Government has formed and regulates these traders to follow the set of rules and keep track of those involved in this business for timely supervision
