Kenya - Renew Sugar Millers Jaggery License (Mill Operating License)

ProcedureEdit

  • Licenses/Permits issued by the Authority expire on the 30th June of every year and license/Permit holders wishing for renewal thereof may apply by 1st June preceding the expiry of the license.
  • A Sugar miller license holder shall be renewable by 30th June of every year upon payment of the renewal fees.



Apply In-Person

  1. Application for renewal of a Sugar Millers/Jaggery License is done in person by visiting the Sugar Directorate’s Head Offices or their field offices in the counties.
  2. Here you will be issued with an Application for License as Sugar Mill form to fill and submit.
  3. This form can also be downloaded online by visiting the Agriculture and Food Authority- Sugar Directorate Web page
  4. Fill in the required information properly and indicating it’s a renewal license application. Attach the required documents to the application before submitting. A list of the required documents can be found in the “Required Documents” Section of this page.
  5. This is followed by an inspection of applicants premises by the Sugar directorate’s Officers
  6. After investigations the board’s field offices will submit their findings to the Sugar Directorate’s Board Headquarters for final Board’s approval.
  7. Upon a successful approval the Mill / Jaggery applicant is notified and he/she will be required to pay a renewal license fee of Ksh 1,000,000 for millers and Ksh 100,000 for jaggery respectively and submit the receipt as proof of payment.
  8. Once the license processing is done the Sugar millers/jiggery license is issued to the applicant.

  2. returns of sugar milled in the previous year
  3. Copy Sugar Miller Registration Certificate
  4. Completed renewal application Form for License as Sugar Mill.
  5. a tax compliance certificate from Kenya Revenue Authority for the non-natural person or individuals where applicable.
  6. Approval Certificate from the National Environmental Management Authority.
  7. Proof of compliance with the Factories Act, Cap. 514, the Public Health Act, Cap. 242, the Standards Act, Cap. 496 and the Environmental Management and Co-ordination Act, 1999.
  8. any other requirements that may be prescribed by the Authority from time to time.

The role of the miller is to—

  1. harvest, weigh at the farm gate, transport and mill the sugar-cane supplied from the growers’ fields and nucleus estates efficiently and make payments to the sugar-cane growers as specified in the agreement;
  2. maintain and develop adequate milling capacity for sugar-cane planted on the basis of agreed planting plans with the growers and the out-grower institution;
  3. mill the sugar-cane efficiently so as to realize maximum returns for the millers and the growers;
  4. pay the sugar-cane farmer within 30 days of accepting delivery or otherwise pay interest on the sum due at market rates, plus a penalty of 3 per cent per month on late payment;
  5. participate in lobbying for favorable Government policies in the industry through the Kenya Sugar Manufactures Association;
  6. maintain accurate weighbridges to ensure correct weight of sugarcane;
  7. install and maintain appropriate systems and technologies for sampling sucrose content in sugar-cane delivered; and
  8. negotiate the sugar-cane price with the growers through the Kenya Sugar Manufacturers Association and formulate policies related to sugar marketing, distribution and pricing.

  • Sugar Directorate of Agriculture and Food Authority AFA was established under the Agriculture and Food Act (Act No 13 of 2013) section 11(1). It is charged with the responsibility of developing, regulating and promoting the Kenyan Sugar Industry.

Its core function
