The responsibility for regulating of imports for Foreign diplomats,government and international Bodies are entrusted to the Ministry of Trade and Industries,Ministry of Foreign Affairs and Kenya Revenue Authority.

Then provide a copy of completed inventory of imported goods to the director general of customs,indicating that the imported goods are for personal effect and for a Foreign diplomats, members of government or international organizations.

You should also submit and attach a list of the household items which is not on the declaration form and these must be Personal Effects they are not taxed at the point of entry.
 
 
 
This form must be completed by the Yourself (Diplomat,member of government or international organization) ; however, you can nominate a representative such as a freight forwarder, customs broker, friend or relative to act on your behalf. This form is also available at any Kenyan Embassy or Kenya Revenue Authority and Border Point of entry, from your customs broker, or on the KRA website. The form is available in a number of foreign languages, however must be completed in English or Swahili.

:*Imports by the Government , its departments and agencies, and imports by projects arranged by the Government under foreign loans and grants are eligible for automatic issue of import licenses. However, application for such imports shall be routed through the Department of Budget & Accounts,Ministry of Finance.
 
 
 
:*Import by the Government agencies directly or through import houses shall be permitted in accordance with the specifications and guidelines of the Ministry of Finance from time to time.

:*Imports by the Diplomatic Missions, International agencies and their privileged staff shall be governed by the Customs Rules and Regulations of Kenya Revenue Authority.
 
 
 
:*In case of imports by the Import Houses on behalf of duty exempt organization,Import License will be issued in the name of the import houses. For such imports,the importer shall be required to pay the duties and taxes at the time of clearance of goods which shall be refunded later by the Department of Kenya Revenue Authority to the exempt organization. In accordance with section 117(2) of the Customs and Excise Act no duty shall be charged on -Goods imported by diplomatic missions, international organizations and their entitled staff under the Agreements or Law governing Foreign diplomats, members of government or international organizations are granted tax and duty free entry of their personal effects and household items either new or used.

Goods imported under these privileges are relieved from taxes and duties, irrespective of their normal classification or normal liability, provided that they are imported in specified circumstances and for specific purpose.

Procedure

  4. A local Agent should prepare the Diplomatic Card and exemption papers with the Kenyan Ministry of Foreign Affairs no less than 3-4 weeks from date of arrival of diplomat into Kenya.
  5. Diplomatic goods are not subject to inspection with the approved Pro1b form. Diplomat must be present in Kenya when shipment arrives.
