Procedure

Apply In-Person

1. To upgrade your Driver License in Jammu and Kashmir the applicant has to approach the RTO office to which his area belongs to.
   
2. Please follow our “Office Locations & Contacts” section of this page to get details of the RTO offices. Link for RTO contacts: Link for contact
   
3. Application form can be downloaded using the following link: Application forms
   
4. Application Forms 8 is required. Application form can be downloaded from the following link : form 8 and Form 5 and Form 15 (Those who trained through Driving School) Link for forms : Form 5 , Form 15
   
5. The applicant should make sure they are eligible for applying by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
   
6. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
   
7. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
   
8. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
   
9. Applicant has to qualify the drive test. Applicant on successful completion of test drive will be asked to get photographed for the license copy and to imprint finger prints. Applicant will get the upgraded License
   
   

Apply Online - Jammu and Kashmir Upgrade Your Driver License Online with Images

1. First one has to make sure that all the required documents are in hand to apply online.
   
2. In order to apply for online, please follow the link : online portal
3. Please select "Online Services" from the menu and click on "Driver License Related Services".
4. You will be taken to a new screen where you have to select “Jammu and Kashmir” in the drop down menu against “Please select the State from where the service is to be taken”.
5. In the next window, please click “Apply online” to select “Services on driving License” option
   
6. The following screen gives you the general information to apply. Here please hit “Continue” to get the next screen. Here, Please enter & select appropriate option and click “Proceed” to get the new page to apply online by filling the prompted details and click “submit” at the bottom of the form to process the application.
   
7. Please take printout of Acknowledgement
   
   

Printing application

1. You can take printout of online application form with the help of the link: please follow the link online portal link
   
2. Select “Jammu and Kashmir” in the drop down menu against “Please select the State from where the service is to be taken”
   
3. In the next window, please click “Download Forms” to select “Print application form” option
   
4. Please enter your application number in the next window and hit ”Submit” follow the next window to get the printout.
   
   

Appointment

1. You can book appointment with RTO using the following link online appointment link
   
2. Please click “Appointment (Slot Booking)” to select “services on Driving License” option
   
3. In the new window select appropriate option to process your request to book appointment.
   
   

Apply through mobile app:

1. To Upgrade Your Driver License, the applicant has to use the following link to download the app – link
2. The applicant has to sign-up through mobile number, once received the OTP. The applicant gets the register on the app.
3. The applicant will get the DL (Driving License) & RC (Registration Certificate).
4. The applicant has to enter the driving license number.
5. To generate a virtual Driving License, click on “Add To My Dashboard”
6. Enter DOB and the DL number will be added to the “Dashboard”.
7. Similarly, the applicant has to enter the vehicle number for RC.
8. It will generate the details such as insurance validity, fitness expiry date.
9. Click on “Add To My Dashboard”.
10. The applicant will be prompted to enter the chassis number and engine number of the vehicle. The applicant gets these details from the RC.
11. After verifying, go to the Dashboard and select the DL or RC the applicant wants to show to authorities.
12. This will generate a QR code for which authorities can scan to verify.
13. The applicant has to check the fee and pay in online mode.
14. The applicant can also share the RC with other people using the mParivahan for a fixed duration if they are using the vehicle.

5. Valid Learner’s License for which additional class of vehicle is required.
   
6. Documents of vehicle in which applicant proposes to appear for test of competence to drive (such as Registration Certificate, Insurance Certificate, Tax Card, Pollution under Control Certificate, Fitness Certificate in case of Transport Vehicle).
   
7. Consent letter from vehicle owner, to conduct driving test in his vehicle if the vehicle is not owned by the applicant.
   
8. Passport size photographs-3 copies

Eligibility

• The person should have a valid driving license
  
• Should have completed 20 years of age for Transport Vehicles with 1 year experience in LMV

Validity

• A Driving License for a non transport vehicle is valid up to a period of 20 years or an age of 50 years whichever is earlier, and 5 years thereafter.
  
• Transport Vehicle License is valid for a period of 3 years from the date of issue or renewal.
  

Note: One can apply for a permanent license only after a month after receiving Learner's License

Need for the Document

• The need for upgrading from a valid driving license arises for the purpose of driving other vehicles. Other vehicles refer to the ones that are not covered under the current license.
  
• If a person who has a valid driving license to drive non transport vehicle and wanted to drive transport vehicle, then one needs to get his driving license upgraded.
  
• A driving license is an official document that states that a person may operate one or more types of motorized vehicles, such as a motorcycle, car, truck, or a bus, on a public roadway.
  
• Under the provisions of the Motor Vehicles Act,1988 in India, no person can drive a motor vehicle in any public place unless he holds a valid Driving License issued to him, authorizing him to drive a vehicle of that particular category.
  
• Driving without Driving license is an offense. Incumbent has to pay penalty
