Procedure

Apply In-Person

1. To apply for a bookmakers permit, you should visit the Betting Gaming and Lotteries Commission (BGLC), you can view their office address and contacts via this link: Link
2. You can obtain the application form for the permit form the BGLC’s office or download it directly via this link: Link you can also obtain the application form from the BGLC’s website: Link (Application for Grant of a Bookmaker's Permit.) at the bottom of the page.
3. Complete the application form correctly and attach all the required supporting documents to it
4. Visit the BGLC office and pay the permit application fee at the cashier and obtain the payment receipt
5. Then submit the complete application including the payment receipt to the BGLC service desk for verification
6. The official at the service desk will check your application and confirm if it meets the required standards and forward it to the relevant officials for processing
7. Then the Commission will conduct due diligence investigations on all shareholders or directors associated with the Bookmaking Company in order to satisfy itself that these persons meet the required criteria as outlined in Section 7(1) (2B) of the Betting Gaming and Lotteries (2010) Amendment Act.
8. Upon completing the report of the due diligence and obtaining satisfactory results, the commission will approve your application and authorise your permit to be processed. This may take up to six months and you will be notified by the commission in writing regarding your application status
9. You will then collect the permit at the BGLC office once it is availed for collection

• Complete application form
• Certified copies of the Memorandum and Articles of Association
• Certificate of Incorporation
• A statement showing the names and addresses of the directors and secretary of the company and of the persons in accordance with whose directions or instructions the directors are accustomed to act and whether or not such persons are citizens of and resident in Jamaica.
• A statement showing the authorized capital, the issued capital, the paid up capital and a list of the names, addresses and occupations of the person who are shareholders in the company at the time of the application and whether or not such persons are citizens of and residents in Jamaica.
• Last audited Financial Statement, if not yet available, in house financial statements.
• Opening Profit and Loss Account and Balance Sheet.
• Documentary evidence to substantiate the filing of Income Tax Returns for the company and its directors.
• The Permit Fee is payable to the Betting, Gaming & Lotteries Commission

• A Permit Fee of Two Hundred Thousand Dollars ($200,000) payable to the Betting, Gaming & Lotteries Commission

Validity

• A Bookmakers Permit may remain in force for a maximum period of five years from the date of issue and shall be subject to an annual review by the Commission.
