Jamaica - Acquire Port Authority of Jamaica (PAJ) Land

Apply In-Person

  1. To purchase the Port Authority of Jamaica (PAJ) land by either lease or sale, in terms of an Unsolicited Expressions of Interest i.e., not in terms of advertised property by the PAJ, you can submit your complete application to the PAJ office for processing.
  2. Once you have identified a property that you are interested in, prepare a business plan and write an unsolicited expression of interest (EOI) addressed to the PAJ’s Chief Executive Officer
  3. Submit your EOI along with the business plan to the PAJ’s office in person or you can send it via their email address to the address provided in the “Office Locations and Contacts” section below
  4. Upon receiving your application, the PAJ will verify your application and send you feedback regarding receipt of your application
  5. You will be required to conduct a valuation on the property you are interested in using a certified property valuator and submit a purchase offer to the PAJ based on the valuation of the property
  6. Upon submitting your purchase offer, the PAJ will review it by the Urban Development Corporation (UDC) to ascertain the land value
  7. After the UDC valuation, they will advertise the property and conduct a bidding or tender exercise on the property and you will be required to submit a proposal based on the advertisement
  8. Then PAJ will issue an award based on the bidding and then negotiate an offer of purchase with you
  9. Once PAJ accepts your final offer, they will forward it to the UDC’s board for approval
  10. If approved and the PAJ is satisfied with your application, they will issue an agreement of sale or lease of the property and you will need to visit their office to collect your copy of the final executed agreement

  • Land value varies and its fee will be indicated on the agreement documents


  • Once you own the land, it will be valid for the period stated in the lease agreement or until you sell it

  • You can also acquire PAJ’s property when they advertise it through their print media. In this case, they will list the steps and required documents you need to submit for a successful bid and purchase
