How to Apply
- Prior Export Authorization Permit is a document that gives exporters authorization to export any merchandise from Ivory Coast legally.
- The Permit is issued by the relevant ministry in charge, exporters are required to register with the GUCE first then fill out the Export Certificate (AE) and the *Foreign Exchange Commitment), which are mandatory if the value of the goods is greater than ten million (10,000,000) FCFA and for obtaining the export permit.
Register as an exporter with the GUCE
- Login to the GUCE CI website Link , if you have an account, if you don’t have an account, you will be required to register by downloading the GUCE registration application form for importer/exporters via the GUCE website or obtain it from the Webb Fontaine CI office or click the link below to download Link (Registration form for GUCE account)
- Fill out the request form and have it signed by the legal representative of the requesting company
- Scan and submit this request form along with the supporting documents below, electronically to [email protected] or physically deposit it with Webb Fontaine CI Customer Service.
- A copy of the legal representative’s identity document.
- A copy of the identity document of the person requesting access to GUCE.
- A copy of the Export Code Sheet.
- For physical deposits, the person submitting the request must bring his/her identity document.
- Upon lodging the request the GUCE will process your request and send you the Username and Password to the email account you had registered with, log into your account to access the portal.
File the Prior Export Authorization permit for Plant Seeds
- Upon login into the GUCE website, fill out the Export Certificate (AE) and the Foreign Exchange Commitment accurately and submit them.
- The system will then automatically generate a request for Prior Import Authorization which will be sent to the Ministry of Agriculture and Rural Development
- Print out the proforma invoice and the prior export authorization request form copy from the site.
- Applicants based in Abidjan should visit the Ministry of Agriculture and Rural Development, the Food Production and Food Security Department (DPVSA) office in Abidjan ,will those based outside Abidjan should visit the Prefecture office near them, the department concerned and submit the following file documents and information to the licensing desk
- Name or Social reason.
- Name and address of recipient or supplier.
- Species and variety according to COAFEV.
- Category and Generation.
- Batch number.
- Declared weight of the lot.
- Number of packages.
- Unit weight of packaging.
- Label numbers (specifying the first and last digits of the series).
- Chemical treatments with the name of the active ingredients used.
- Copy of the proforma invoice
- Copy of the prior export authorization request form
- Valid profession authorization card as an exporter of plant seeds
- Pay the required processing fee at the cash counter, upon which you will be issued with receipt.
- If the authorized official is satisfied that all the conditions for filing the application are met, you the will be notified of the outcome via phone, SMS, email or in person within one to two working days and issued with the prior export authorization permit for export of plant seeds.

In accordance with the provisions referred to in Art. 76 (76.1 and 76.2) of ECOWAS Regulation C / REG.4 / 05/2008 , the import and export of Conventional Seeds are subject to prior declaration from the Department of Plant Protection, Control and the Quality from the Ministry of Agriculture and Rural Development.

- Exporters that wish to export plant seeds from Ivory Coast are required to obtain a Prior Export Authorization permit Ministry of Agriculture and Rural Development, Department of Plant Protection, Control and the Quality before exporting such product.
- This is to ensure that the plant products or products of plant origin exported from Côte d'Ivoire comply with the phytosanitary requirements defined by the regulations and conventions in force.
