  1. A PCC with international recognition for foreign stay/employment/immigration has to be applied through passport seva kendra office in your area.

Applying procedure - India Obtain a Police Clearance Certificate Online with Images

  1. User has to first register with the passport seva portal. Link for passport seva portal : online link
  2. In the given page, please click on the “New User? Register Now” option from the left part of the screen to reach the registration page.
  3. Please complete the page prompt and click “Register” tab to register.
  4. Come back to home page. Select “Existing User Login” button.
  5. In the given page please login with login ID and select “Login” button.
  6. After login, please select “Apply for Police Clearance Certificate” option.
  7. Now you can find two ways of applying PCC. Choose either one of the given methods to apply for PCC. If you want to select “Alternative 1” option then click on the hyperlink provided under “Alternative 1” section. Else click on the hyperlink under “Alternative 2” section.
  8. If you select “Alternative 1” option then you will be taken to the page where you have to enter the “Passport Details”. Choose the options as appropriate and click “Next >>” tab.
  9. Please complete the following sections Applicant Details, Family Details, Present Residential Address, Other Details and Self Declaration. At the end of each page click "Next >>" tab.
  10. After successful submission of your application, Application Reference Number (ARN) will be generated in this page. Please make a note of it. Then you have to make the payment and upload documents by selecting the appropriate options.
  11. On the appointment date, go to the passport seva kendra as per appointment obtained.
  12. Make sure you have completed application form and also the required documents in hand while going for applying.
  13. At the office, present the print out of appointment schedule to the authorities. They will advise you to submit the document at the counter for processing.
  14. After accepting your application, authorities will verify the authenticity of documents submitted with the original documents presented by applicant. Original document will be retained by applicant after authentication.
  15. If all documents are in place, applicant will be advised to pay the fees at the fee counter as per the notification from the counter authority.
  16. Go to the mentioned counter to submit application with fees, applicant will be issued with a receipt after the acceptance of document and fees. Please keep this receipt safe as it will be required to collect your PCC.
  17. This application will be processed internally and will be directed to state SP office for inspection/verification of information and personal details through respective police station. The local police station will do ground level verification and submit the record to the SP office.
  18. SP office will send a report to the passport office.
  19. Once the reports are satisfactory, applicant will be intimated through mobile to collect PCC on the said date.
  20. On the said date, applicant should go to passport seva kendra to collect PCC by producing the passport in original and by submitting the receipt (issued while applying).



PROCESS FOR THOSE WHO LIVE OUT OF INDIA

Applicant must include the proof of current countries residence address
  1. Indian citizens and foreigners living abroad must apply in person or by normal post (no courier) to the nearest Indian embassy or consulate in the country where you are. Use the below link to get the details for your communication mode (address/mail ID).

In person

  1. Applicant might have to fix an appointment for his/her visit with the office. On the appointment date, go to the office with application, required documents and your valid identity document.

Note:
  • If you cannot apply in person, you may authorize someone to apply on your behalf. Your representative must bring his/her valid identity document.

By Mail (Post)

  1. If you apply by mail, you must send a copy of your valid identity document with your application and other documents as per the located address along with a return envelope (clear postal address mentioned on it).

  3. On successful completion, the certificate will be delivered as per the address mentioned in the envelope.

Note:
  • Usually the certificate can be obtained in 10 working days. In some cases it goes up to 30 working days too.
  • Your local mission office authorities will provide information on fees.
  • Foreigners who have previously resided in India may also apply for PCC. In such cases, an applicant has to produce a copy of proof of the stay (visa/passport) in India.

Required DocumentsEdit

A.Following set of documents are required for the Indian citizen applying while in India

  • Old expired PCC if available
  • Aadhaar card
  • Photographs
  • Marriage certificate as required
  • Evidence of financial support

In addition to the above documents Indian applicant shall use the below document as per his/her requirement

I. Documents for those going to ECR countries for employment purpose

  • Old passport in original with self-attested photocopy of its first two and last two pages including ECR/Non-ECR page and page of observation (if any).
  • Proof of Present Address (in case of change of address)
  • For skilled/semi-skilled workers and unskilled/women workers
  • (I)On employment contract directly with employer (individuals)
  • Copy of valid visa (in case visa is already obtained) along with official English translation if the visa is not in English.
  • Self-attested copy of employment contract with foreign employer (skilled/semi-skilled workers).
  • Employment contract from the foreign employer duly attested by the Indian mission or permission letter from the concerned Indian mission/post (unskilled/women workers).
  • (II)Through recruiting agents
  • Copies of original employment contract, demand letter and power of attorney from the foreign employer duly attested by the recruiting agent (RA).
  • Copy of valid registration certificate issued by the protectorate of emigrants, ministry of overseas Indian affairs, Govt. Of India.

II. Documents to be submitted by applicants emigrating to Non-ECR countries and for dependent family members of a person residing/emigrating in/to both ECR and Non-ECR countries

  • Old passport in original with self-attested photocopy of its first two and last two pages including ECR/Non-ECR page and page of observation (if any).
  • Proof of present address (in case of change of address).
  • Documentary proof of applying for residential status, employment (copy of employment contract) or long term visa or for immigration (For emigrating to Non-ECR countries only).
  • Sponsorship declaration by the person who is sponsoring the emigration of the PCC applicant (For dependent family members only).

B. Following set of documents are required for Indian National staying abroad

EligibilityEdit

  • Applicant with valid passport and a valid address proof.
  • Age: 16 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 16 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.

  • If you are using Bank Passbook, make sure the latest passbook entry is made. If there are no recent transactions, then deposit some money and get the entry on the latest date
  • Company issued letters have to be original docs, colour xerox and digitally generated documents are not accepted
  • Take ID with you if you are taking a Company issued letter as address proof.

InstructionsEdit

  • You can obtain Police Clearance Certificate by submitting the filled in Police Clearance Certificate (PCC) Application Form at Passport Seva Kendra (PSK)/, within the jurisdiction of your Passport Office (PO).
  • You need to attach the self-attested photocopies of all required documents along with the Police Clearance Certificate (PCC) Application Form.
  • Police Clearance Certificate (PCC) can only be issued for one country through one application form.
  • There is no age limit for getting the Police Clearance Certificate.
  • Police Clearance Certificate (PCC) can be issued to minors, if a country asks for the same.

Please refer below various cases for issuing Police Clearance Certificate (PCC) in various cases:

  • Police Verification Report in respect of the existing passport is clear and there is no subsequent adverse entry in the system Police Clearance Certificate (PCC) will be issued on the same day at PSK/ Mini PSK. The PCC shall be issued on the same day only if the previous police verification has been done in the last 6 months. Else this has to undergo another police verification post which the PCC has to be collected from the PSK.
  • Police Verification was not required when the passport was issued as the applicant was then a minor and has now become an adult Police Clearance Certificate (PCC) will be issued only after completion of police verification process. After PVR is received, Passport Office (PO) will inform the applicant through e-mail/ letter. Applicant needs to come to the Passport Office (PO) with his/her passport to collect Police Clearance Certificate (PCC). Country for which Police Clearance Certificate (PCC) is being issued will be stamped on the passport.
  • Police Verification was not required when the passport was issued as the applicant was a dependent of a Government employee
  • In case the present address is different from the permanent address (e.g. Rental accomodation), PCC is not issued immediately and is subject to Police Verification at the nearest police station
  • Police Verification process could not be completed at the time of issuance of passport due to various reasons
  • Applicant's present address is different from that mentioned in the passport
  • Any other such cases where passport was issued without police verification
