Apply In-Person :
- To obtain no objection certificate for vehicle registration in Himachal Pradesh the applicant has to approach the RTO office to which his area belongs to. Following link can provide you information related to the list of RTO office : RTO Office
- Application in FORM 28 is required. Application forms can be obtained from the following link : Form 28
- Please make sure you have all the documents that are listed down the “Required Document” section of this page.
- Application forms can also be obtained from the appropriate RTO offices that can be completed and presented with appropriate fees.
- Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
- After checking the application for its correctness and other appropriate requirements the no objection certificate will be issued.

- To apply for no objection certificate for vehicle registration, the applicant has to visit the official portal of the Ministry of Road Transport & Highways: Link to Portal
- In the homepage, please scroll down to “Informational Services” and click on the “more” button in the “Citizen Guide” tab.
- The applicant will be taken to the “Manual” page where all the available services will be listed.
- Please click on the name of the required service and click on “Step by Step procedure” from the drop down menu.
- The applicant will be taken to a new PDF page where the process for applying will be explained clearly.
- Please follow the steps to complete the application.

- Following are 2 categories under which the No Objection Certificate can be applied :
For Non-Transport Vehicle :
- Locate your RTO office from the following list : Office Locations.
- An application for the issue of no objection in respect of a motor vehicle shall be made in Form 28 to the registering authority by which the vehicle was previously registered
- Make sure you have all the documents that are listed.
- Certified copy of the certificate of registration;
- Certified copy of the certificate of insurance;
- evidence of payment of motor vehicle tax up-to-date;
- where no tax is payable for a certain period a certificate from the tax collecting authority that no tax is due from the vehicle for the said period.
- Pollution Under Control Certificate.
- Submit the application form along with documents and application fees.
- Aadhaar Card
For Transport Vehicle :
- Locate your RTO office from the following list : Office Locations.
- Make sure you have all the documents and application form that are listed for "Non-Transport Vehicle" along with the documents listed below.
- That the vehicle is not covered by any permit issued by any transport authority;
- That the sum of money agreed upon to be paid by the holder of the permit under sub-sections (5) and (6) of section 86, if any, is not pending recovery;
- Evidence of payment of tax on passengers and goods under any la w for the time being in force upto the date of application for no objection certificate.
- Submit the application form along with documents and application fees.
- Certificate of Registration.
- Certificate of Insurance.
- Evidence of Payment of Motor Vehicle Tax upto date.
- Pollution Under Control Certificate.

- Owner of the vehicle can apply for transfer of ownership of vehicle
- In case of death of the owner – Legal heir is eligible for this procedure
- The owners of the vehicle who moves from one state to another state / UT are eligible to apply for NOC.

- Every owner of Motor Vehicle shall cause the Vehicle to be Registered by a Registrating Authority in whose Jurisdiction he has residence or place of business where the vehicle is normally kept.

Need for the DocumentEdit
- No Objection Certificate (NOC) is a legal document.
- For getting NOC a person has to apply to the concerned authority except in cases where the NOC is being issued by an individual
- N O C - No Objection Certificate is a must for re - registration from one state to another. You must get it from the local R.T.O where you got registered your vehicle.
- When you shift your vehicle to another state from one state you will have to follow some procedure for a hassle free driving in the new state. For example when you move a vehicle registered in Kerala RTO and move to any other state like Himachal Pradesh or Karnataka then you have to follow the RTO rules.
- If you are planning to stay in the new place for less than 3 months then you don’t have to do anything. As per RTO rules it is considered as a visit. If you are going to stay for more than 3 months and less than one year then you have to pay a nominal Tax amount in the new state. But RTO officers will not accept tax for other state vehicle. They will ask for change of address and re-registration.
- As per rules if you are planning to stay in the new place for more than one year you have to apply for change of address and re-registration. To apply for the change of address you have to get a NOC (No Objection Certificate) from the home state RTO where the vehicle is registered.
