Procedure

• The Revenue Department of the respective state is the concerned department for the issuance of the Landless Certificate.

Apply In-Person:

1. Applicant has to approach the concerned Circle Officer’s office of the respective area revenue department / tahsildar office whichever is applicable to apply.

3. Go to the respective office.
4. Collect the application form or write on a plain A4 sheet as advised.
5. Complete the application form. Attach the entire required document as per our “required document” section and submit it along with applicable fees (if required) to the designated authority.
6. Authorities after checking the attached documents and submitted application will make entries and provide you record number for reference.
7. This application will be processed internally.
8. Concerned circle officer / Village Administrative Officer (VAO) and Revenue Inspector (RI) will do the local enquiry to check the furnished details are correct.
9. Authorities will check the land record and verify details submitted by the applicant.
10. Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of Certificate to the applicant.
11. The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS.
12. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.

Note:

• Applicant has to bring original documents while applying for verification and scanning if required.
• Without cross signature on photograph and signature on undertaking the application will be rejected.

Apply Online:

1. To Obtain a Landless Certificate in Haryana, the applicant shall visit the following webpage: Link.
2. A new page will open up, where the applicant needs to log in using their login credentials.
3. If the applicant is a new user, click on the "New User? Register Here" option on the portal and provide the necessary information to log in as a registered user.
4. After login, the applicant shall choose an appropriate option to obtain the certificate and proceed further.
5. The applicant shall fill up the application form with all the necessary details on a newly opened page and complete the given application form.
6. Now the applicant shall upload scanned copies of all the " Required Documents" for further processing.
7. Once the documents are uploaded, provide the mobile number and enter the received OTP.
8. Now click on "Submit" and complete the process.
9. On successful verification, the birth certificate will be issued by the authority.
10. Obtain the certificate from the concerned office.

Apply through Centres:

1. To Obtain License for landless certificate in Haryana, the applicant shall visit the nearest CSC. Find contacts to CSC centres in the Link provided: Link
2. Procure the application form from the concerned centre and fill it up with the necessary details required for the license.
3. Ensure to attach all the "Required Documents" along with the application form before submission.
4. Provide authorized signatory and photograph, wherever applicable.
5. Now submit the application to the office of the concerned centre.
6. On successful verification, the applicant will be notified by the CSC centre.
7. Obtain the license from the concerned office.

Eligibility

• A person who does not hold any land for the purpose of agriculture and earns his livelihood principally as agricultural labourer is eligible to apply.
• Please consult the tahsildar office for any updates on land holding limits in order to apply for this procedure.
• The citizen who needs the landless certificate should be a resident of the respective state.

Fees

• Please pay the fees or charges as applicable at the time of applying as per authority’s advice.

Validity

• Valid up to a period of 6 months from date of issue or as specified on the certificate.

• Applicant should make sure that the annual income of their entire family is under the advised amount.

• Landless certificate helps the bearer or the farmer to avail scheme initiated by the government for their upliftment.
• This certificate is required to get death and disability cover under “Aam Admi Bima Yojana” scheme from Indian government for landless households.
