- The Revenue Department of the respective state is the concerned department for the issuance of the Landless Certificate.
Apply In-Person:
- Applicant has to approach the concerned Circle Officer’s office of the respective area revenue department / tahsildar office whichever is applicable to apply.
- Link for contact details Haryana ULB In the given page please use the “ULB’s > Municipal Corporations” menu and choose respective place for the respective portal In the respective portal use the “contact Us” menu for information.
- Go to the respective office.
- Collect the application form or write on a plain A4 sheet as advised.
- Complete the application form. Attach the entire required document as per our “required document” section and submit it along with applicable fees (if required) to the designated authority.
- Authorities after checking the attached documents and submitted application will make entries and provide you record number for reference.
- This application will be processed internally.
- Concerned circle officer / Village Administrative Officer (VAO) and Revenue Inspector (RI) will do the local enquiry to check the furnished details are correct.
- Authorities will check the land record and verify details submitted by the applicant.
- Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of Certificate to the applicant.
- The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS.
- If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.
Note:
- Applicant has to bring original documents while applying for verification and scanning if required.
- Without cross signature on photograph and signature on undertaking the application will be rejected.
Apply Online:
- To Obtain a Landless Certificate in Haryana, the applicant shall visit the following webpage: Link.
- A new page will open up, where the applicant needs to log in using their login credentials.
- If the applicant is a new user, click on the "New User? Register Here" option on the portal and provide the necessary information to log in as a registered user.
- After login, the applicant shall choose an appropriate option to obtain the certificate and proceed further.
- The applicant shall fill up the application form with all the necessary details on a newly opened page and complete the given application form.
- Now the applicant shall upload scanned copies of all the " Required Documents" for further processing.
- Once the documents are uploaded, provide the mobile number and enter the received OTP.
- Now click on "Submit" and complete the process.
- On successful verification, the birth certificate will be issued by the authority.
- Obtain the certificate from the concerned office.
Apply through Centres:
- To Obtain License for landless certificate in Haryana, the applicant shall visit the nearest CSC. Find contacts to CSC centres in the Link provided: Link
- Procure the application form from the concerned centre and fill it up with the necessary details required for the license.
- Ensure to attach all the "Required Documents" along with the application form before submission.
- Provide authorized signatory and photograph, wherever applicable.
- Now submit the application to the office of the concerned centre.
- On successful verification, the applicant will be notified by the CSC centre.
- Obtain the license from the concerned office.

- A person who does not hold any land for the purpose of agriculture and earns his livelihood principally as agricultural labourer is eligible to apply.
- Please consult the tahsildar office for any updates on land holding limits in order to apply for this procedure.
- The citizen who needs the landless certificate should be a resident of the respective state.
