The local administrative department is the concerned department to grant construction permit after verifying whether the application complies with the local laws and constructed as per permissible norms.

Apply In-Person:

  1. In order to obtain construction permit, applicant shall apply to the respective office of the local planning development authority office in their respective Village panchayat / Town Panchayat / Municipality / corporation within their jurisdiction where the construction land is situated.

  3. Go to the respective office.
  4. Meet the respective authority at the planning and development section. The applicant shall get the advice from the authority to be followed to apply for this procedure.
  5. Please collect the required application form Or write on a plain A4 sheet as advised.
  6. Application form can also be downloaded using the following link: link please refer page number 204 AND link2 please refer page number 136.
  7. Please find a Licensed building surveyor - LBS (Registered Architect/engineer) to create a blueprint plan for the building. Blueprint can be made manually or through electronic process as per available resources.
  8. Once the blueprint is ready it needs to be signed by the Licensed building surveyor (LBS).
  9. Complete the application form. Attach the entire required document as per our “Required Documents” section along with signed blueprint and submit it at the counter designated in triplicate.
  10. After receiving the application and documents, authorities will check the submitted document set. If all are in place the application will be accepted with applicable charges including development charges, labour welfare fund, land inspection charge and vacant land tax as appropriate.
  11. Authorities will process this request either manually or digitally using the computer. For electronic processing all the required documents will be scanned.
  12. Authorities will issue an acknowledgement receipt for submission of application. Please collect it and please keep it safe for future reference.
  13. This application will be forwarded to the respective department for further processing.
  14. This application will be processed for planning permit.
  15. After applicable process Planning Permit of the application shall be granted by the respective designated authority on the recommendation of the Town Planner or the designated authority as applicable.
    • If there is any modification required for the plan, then it will be informed accordingly to the applicant for getting it corrected.
  16. Once the Planning permit is approved, authorities will inspect the premises and clarify their queries. There will be a technical scrutiny by the designated team. The outcome of the scrutiny of documents, inspection of premises and other relevant process will be important factor for the grant of this permit.
    • Any short fall in the documentation if any will be intimated to the applicant accordingly. Applicant shall provide the sufficient document to continue the process.
  17. On satisfaction grounds, building permit of the application shall be granted by the designated authority on the recommendation of the Associate Planner / technical officer or the designated authority as the case may be.
  18. Applicant will get update about the progress of his/her application through SMS in their registered mobile number. Applicants are advised to follow the department guidelines to get the permit.
  19. The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS or as per applicable norms.
  20. The building permit shall be issued against the duly authenticated copy of a receipt showing payment to the Municipality or to the designated applicable department of the Building Permit Fees
Note:
  • If the building is 15 m (as per the respective state norms the limitation may change) or taller, approval from the fire service department is necessary.
  • In case of rejection of application because of any violation, the owner can resubmit for approval again without any fees within one year of rejection of sanction.


Apply Online:

  1. The applicant willing to obtain construction permit or license need to visit the official website using the following link link
  2. The applicant needs to Click on ‘Login’ to login to the portal using their username and password.
  3. Once the applicant logged in to the portal, applicant needs to go to Create Project to Add the Project. After click on Add Project, there will be five areas where applicant must fill up the data including their First, Middle & Last Name along with Designation, Mobile Number and Email Id and click on Save & Next button.
  4. In the next page the applicant needs to provide their Company Details like Name of Enterprise and Company Address, PAN Card No, Type of Company, Date of Incorporation, etc. and click on Save and Next to proceed to Project Details.
  5. In the next page the applicant needs to provide their Name of Project, proposed work, project Address.
  6. After added Applicant, Company & Project details, the applicant need to enter Investment Details of Land, Plant & Machinery and Equipment along with registration number.
  7. The applicant now will get the message like ‘Your request has been saved successfully’, Click on “Ok “button which will be redirected to ‘Project Request List’.
  8. Now a new page opens, in which the applicant needs to provide their “Development Parameter” like Permission Type, Development Area, Special Control Area, “Ownership Details” like Applicant Name, Address of Correspondence, Mobile No. Email ID,” Land Details” - Legal like Land Description, District, Taluka, Village etc.
  9. Once Building Permission Details are being filled, Applicant will attach necessary documents to the Attachments tab.
  10. Once the application is being submitted successfully, applicant will able to see the status of the application changed to “Applied”
  11. Now the applicant needs to click on “Pay” button to proceed for payment. Once the applicant hit the “Pay” button they will be redirect to payment gateway.
  12. Once the payment is done, Applicant will able to see and download receipt from “My Payment History” tab at the bottom.
  13. On completing successful payment of approval fees, nodal officer will approve the application and applicant will able to Download Certificate by clicking on “Download Certificate”.
  14. Once the applicant clicks on “Download Certificate” the Certificate with QR Code will be displayed.

Note:
  • All the plans and drawings shall be duly signed by the owner and the person preparing the plan.
  • If any of these above documents requires any applicable authorities report, please furnish as asked by local authorities while applying.
  • All original and copy of original with self attestation as advised by respective authorities to be submitted as per requirement.
  • Apart from the above documents authorities may ask you to submit additional information or documents. Please provide them for processing.

EligibilityEdit

  • Anyone who intends to construct a building on his plot / land.
  • Applicant must be a resident of the state with all the required documents.
  • Applicant must be a Citizen of India



FeesEdit

  • Applicant has to pay for charges including development charges, labour welfare fund, land inspection charge as appropriate.
  • Authorities will provide fee details.
  • During online payment fee details will be displayed (If applicable).



ValidityEdit

  • The building plan sanction is valid till the lifetime of the building and an approved permit is valid for construction only for the period of three to five years as per the area of sanction. Beyond that period, a fresh permit is needed to continue the building activities.

  • The whole procedure usually takes forty-five (45) days of receipt of the application. It may extend if any objections arises.

InstructionsEdit

  • Out of three sets of building plan, one set of building plan shall be laminated. One set of such plans shall be released and the rest retained in the office of the authority for record after the issue of permit or refusal as the case may be.
  • To construct High rise building and special buildings, permission from the airport authority of India, ministry of environment and pollution control board is necessary.
  • The owner shall assign construction of building to any contractor.
  • The permission may be refused only if the application is found to be against any of the provisions of the rules and guidelines.
  • Do not submit fake documents as a proof to obtain this certificate.
  • Incomplete application will be rejected.
  • Avoid spelling mistakes while filling the application form.

  • Building permit is one of the mandatory documents to get the Electricity, water connection and sanitary facility.
  • Unexpected disconnection or discontinue of Electricity, water connection and sanitary facility is inevitable if your building is an unapproved one.
  • The building with building permit can be easily mortgaged.
  • Building constructed with building permit is one of the factors that enhance property value.

  • For boundary wall permission; an undertaking through affidavit will be required particularly for road side wall.
  • Soil test report (Geo-Technical Report) in case of building above 12.00 m high will be required as applicable.
