Apply In-Person:
- In order to apply for Non-Creamy Layer Certificate, the applicant has to approach their respective revenue office.
- Please go to their respective Mamlatdar office.
- Link for the office contact details: link in the given page, please select the district from the list. User will be directed to the respective portal. Please select “Contact US” menu. In the resulting page please look for Mamlatdar contact details OR please select “ABOUT DISTRICT> Who’s Who” OR “DIRECTORY>PUBLIC UTILITIES>Municipalities” for contact details. AND link
- Go to the respective office.
- Collect the application form or write on a plain A4 sheet as advised.

- Complete the application form. Attach the entire required document as per our “Required Documents” section and submit it to the designated receiving authority.
- After receiving the application, authorities will check the submitted application and document set. If all are in place the application will be accepted with applicable fees as appropriate.
- Authorities will make entries about this application in the manual record or electronically using computer.
- Acknowledgement receipt will be given against every form received. So, collect it and please keep it safe for future reference.
- Applicant will be informed of the probable date of collecting the certificate.
- Designated authority will forward the application to the concerned Circle Officer / designate authority for his report.
- The Circle Officer / designated authority will verify the applicant’s details followed by field verification to create a report.
- This report will be sent back to the issuing authority.
- Based on the outcome of the above report and other internal processing the issuing authority will make a decision.
- The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS.
- If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.
- Note:
- Certificate will be despatched or handed over directly as per the request made while applying by the applicant. Mostly handover in office will be in practice to get counter signature from the applicant for the delivered certificate.
- In case of any specialized classes that covers government subsidy and reservation, usually a notice will be propagated in the applicants residing area to see if there is any objection against the applicant arises.
- Certificate will be despatched or handed over directly as per the request made while applying by the applicant. Mostly handover in office will be in practice to get counter signature from the applicant for the delivered certificate.

- Complete the login prompt as appropriate and hit “Login” button to login.
- If you are a new user to this portal, then select on “Click For New Registration(Citizen)” option, it will redirect you to user registration page to register. Please complete the registration requirement and hit “Save” button to register and then login.
- Once login, user has to select “Request a New Service” option on top right corner of the page.
- Select the service required to reach the new page.
- User need to hit the respective option and complete the successive page prompts and also upload required documents to apply online by hitting “Submit”.
- After successful submission of your application you can take the print of your application form and proceed further with the online payment.
- Please pay using any of the two options as provided below by completing the payment requirement as appropriate.

- This online application will be processed by the respective department.
- Citizen will get an SMS for the status of his/her application.
- Once completing the application process, user shall use the application number to get the certificate by using download issued document option as appropriate.

- Residence proof (ration card / Passport / Aadhaar card / Driving licence / Any document or communication issued by any authority of Central Government, State Government or local bodies showing residential address / Any other documentary evidence in support of his address given in the declaration.)

EligibilityEdit
- Applicant should be citizen of India.
- Applicant must be a permanent resident of the respective state while applying.
- Applicant must belong to community recognized as OBC/MOBC in the respective State and their annual income falls under 8 lakhs or as specified by the respective state government.
- Applicant’s parents or any one of the parents must be working under Group C and D of the Central Government, and then they may apply.
- If the individual works under Group B of the Central Government and if their parents do not have a steady source of income, then they may apply.
- If the husband is a Central Government employee, his wife is eligible. It is to be noted that the wife’s parents must not have a steady source of income source, and then they may apply.

- Applicants belonging to castes that do not fall under the Central Government’s list of OBC category should not apply for this certificate.
- Individuals who are a part of IPS, IAS, IFS designations cannot apply.
- Do not submit fake documents as a proof to obtain this certificate.
- Incomplete application will be rejected.
- Avoid spelling mistakes while filling the application form.
- In the event of any information provided by the applicant while applying for this certificate is being found false or incorrect or ineligible before or after the selection using this certificate, then the candidature / appointment is liable to be cancelled and the applicant shall be liable to such further action as may be provided under the law.
