Procedure

Apply In-Person:

1. To Renew Recruitment Permit of Migrant Workers in Ghana, the applicant has to approach the Labour department or ministry of works and housing. Contact link or Location link
2. Applicant must obtain the application form from the relevant department.
3. Applicant should read carefully in the application form, after that all details must be filled in the application form.
4. Make sure that you have all the documents listed in the “Required documents” section of this page.
5. Complete the form as required with relevant details under respective sections. After completing the application form, attest it with your signature.
6. Attach all the documents with the completed form and submit it to the relevant authority at the office.
7. Payment of appropriate fees should be made and that can be found under the "Fees" section of this page.
8. Submit the completed form in two copies along with the supporting documents to the respective office.
9. The application for recruitment renewal shall be submitted to the commissioner of labour in the ministry of works and housing department accompanied with the renewal prescribed fees deposited in the commercial bank.
10. The commissioner for Labour may grant a permit with or without conditions.
11. A permit issued shall be valid from the date of issue of the year in which it is issued and if the permit holder has made application for renewal, the existing license shall not expire until the application has been finally determined by the administration. For this purpose, an application shall be considered sufficient if the applicant has complied with the requirements for the renewal.
12. If the commissioner for labour refuses to grant a permit, the commissioner for Labour shall, within thirty days, inform the applicant of its refusal to grant the permit and the reasons for the refusal.

Required Documents

• Application form
• A copy of the partnership deed or the memorandum and articles of association duly registered.
• Documentary evidence to show that the company has a minimum authorized capital of ten million Ghana shillings.
• In case of a partnership, verified income tax returns for the past one year and an account showing a maintaining balance of not less than ten million Ghana shillings.
• In the case of a newly incorporated company, that the company has an account showing a maintaining balance of not less than ten million Ghana shillings.
• For an existing company, a verified financial statement, income tax returns for the preceding two years and an account showing a maintaining balance of not less than ten million Ghana shillings.
• Proof of fees payment
• Certification from per-employment services of the Administration on the existence of new markets.
• Standard or master employment contract.
• Special power of attorney/service agreement.
• Manpower request from indicating skills, wages and the number of workers needed.
• Other documents which the Administration may find necessary.
• The employment contract (EC).

Eligibility

• In Ghana, migrant workers are eligible for a renewal of their recruitment permit if they have worked for at least two years in the country and have not violated any laws or regulations.
• They must be able to prove that they have been employed with the same employer for the entire time and that they have not been terminated from employment.
• Migrant workers must be able to demonstrate that they are in good health and do not have any criminal record.

Fees

• Renewal for External recruitment agency - 500,000 GHS
• Renewal for internal recruitment agency – 200,000 GHS

Validity

• The certificate is valid for a period of one year.
