Procedure

Apply In-Person:

1. Apply for Casino License is available in the Ghana gaming commission office contact link
2. An applicant has to approach the gaming commission office and the applicant can get their application form for casino license.
3. Applicant has to enter all information the application form.
4. Applicant must make sure to carry both photocopies and originals of all documents are necessary for completing this procedure.
5. Please refer to the fees details in the “Fees” section of this page.
6. Applicant should attach photocopies of documents (whichever is necessary) along with the applicant from while submitting it at the office.
7. If all above mentioned procedures were followed properly by the applicant, the application form will be viewed by concerned authorities and the applicant will be notified regarding their License.
8. They can visit the office and get their License after getting that notification.
9. Generally, the processing time for this procedure is taken 2 months.

• Details of sports betting/online sports betting must include:
• Approximate odds to be issued
• Number and frequency of games/sports
• Prize and prize structure
• Operator game rules and participant code of practice certificate of incorporation.
• Certificate of Incorporation
• Certificate to Commence Business
• Shareholders Agreement
• Financial and marketing plan. Must include: a. Evidence of financial capability to operate the business
• Capital budgets
• 5 year financial projection and the assumptions made in considering the figures
• Marketing and financial plan
• Not-withstanding, the Commission shall satisfy itself with but not limited to the following:
• The identity (ies) of new applicants
• The passports or any national ID of the applicant(s
• The business registration documents.
• Conduct further due diligence on senior managements
• Details of game software system/information on software providers (i.e. Name and country of a. Origin). Certification of software*
• Illustration of gaming interface/platform*
• Detailed information on technical solution providers
• Details of planned corporate social responsibility.

Eligibility

• Has an identifiable office
• Has a service mark logo registered with the registrar of Companies
• Has the required minimum stated capital (Assets and Property) of US$2,500,000 (Casinos), US$ 2,000,000 (Sports Betting), US$ 1,500,000 (Route Operation) and has agreed to maintain the amount of cash or cash equivalent determined by the Commission
• Has submitted a tax clearance certificate, (proof of tax Registration) and
• Is partly or wholly Ghanaian owned.

• The gaming industry in Ghana was previously regulated under the Lotteries and Betting Act, 1960 (Act31), the Football Pools Authority Act 1961, (Act 78) the Gambling Machines Decree 1973 (NRCD 174) and Casino Licensing Decree 1975 (NRCD 320).Until the establishment of the Gaming Commission, the Ministry of the Interior had oversight responsibility for the regulation of Casinos and other games of chance.
• The Gaming Act further states that ,where there is hindrance to the acquisition of property, the property may be acquired for the Commission under the State Property and Contracts Act, 1960 (C.A.6) or the State Lands Act, 1962 (Act 125) and the costs shall be borne by the Commission.

• A Casino Special Employee License is required, if you are employed by or work in a casino and you move, exchange or count money and chips.

• Based on the reports received from the security agencies and the commission having satisfied it with the fit and proper test, a gaming license shall either be granted or refused.
