  1. A trader who wishes to export goods from Gabon starts by registering with the trade register and chattle loan. In this case the applicant submits required documents to the Process registry of the court of first instance, the documents are assessed and if approved, the trader is registered
  2. After registration with the trade registrar, the trader proceeds with Fiscal registration; in this case, a trader is required to register with the Tax Department.
  3. Then the trader must proceed. The circuit slip is issued at the one-stop shopping of the Agence de Promotion des Investissements Privs (APIP).
  4. Thereafter the trader can proceed with the export procedure as follows:
    1. The trader starts by declaring exports. In this case, the trade declares exports to the foreign Trade Directorate where which issues an export declaration;
    2. Then the trade must obtain a certificate of origin. In this case, the trader is required to go to the chamber of Commerce, Industries, Agriculture and mining, submit required documents plus an export declaration with a list of all goods to be exported and if possible must indicate the special procedure to be followed;
    3. The exports are then inspected before embarkation. This is also known as quality control where by the goods to be exported are inspected for verification before being transported. In this case, the export submits required documents / information to the authorized inspection company, he / she also submits exports to the inspection company, the goods are inspected by an assigned inspector; and
    4. After inspection, if goods are approved for exportation, a Safety Label is fixed on the final invoice and an inspection result notice (ARI) to the importer is issued.
  5. The trader then goes ahead with the Export clearance procedure at the customs department and the processes are as below:-
    1. The trader goes to a nearby customs office for submission of goods to Good accounting declaration registration. This is for the purposes of assigning goods to a special customs a procedure and is either done manually through writing, verbally or by use of a computerized system known as SYDONIA; at this stage,
      1. The trader must obtain a single customs declaration (DDU) from an authorized customs broker;
      2. Then he / she submits the good accounting declaration to the procedural clerical section;
      3. When documents are submitted, verification is made and if documents are ok an acknowledgement of receipt of the good accounting declaration is issued to the trader
      4. Then the good accounting declaration is recorded and deemed receivable.
    2. After recording the declaration, the goods should be inspected by the customs department. Inspection of goods in order to verify documents. In this case goods are either verified as a whole or inspection based on , length, weigh surface, number or volume of goods is done basing on the submitted information;
    3. After the inspection, the trader / exporter proceed with Liquidation and payment for duties and taxes
    4. When all payments are made, the customs administration then releases goods for exportation

Required DocumentsEdit

Different stages require submission of different documents as shown below:

1.Registration in the trade register and chattle loan

(i)Companies

  • Recorded Articles of corporation (Two (2) copies);
  • A copy of legal notice from the process registry;
  • Proof of payment of registration fees (Payment receipt from process registry)
  • A copy of the legal notice for traders registration;
  • Receipt for tax paid at the taxation office;

(i)Sole partnerships

  • Police Clearance Certificate for each partner;
  • Proof of Tax clearance (receipt from the taxation office);
  • Identification documents for the applicants (Birth certificate, a declaratory birth certificate or a valid identity card).

2.Fiscal registration

(i)General documents

  • Recent Passport photos (two)
  • An information slip and a location slip from the Local Trade Office (DCI)
  • Trade Register
  • Slip of the company from the Local Trade Office (DCI) ;
  • A license for activities subject to Specific regulations issued by the authorized officer of the relevant sector of activity;

(ii)Companies

  • Articles of Association
  • Receipts and business profit tax certificates from for the current year
  • Income tax assessment receipts from the Chamber of commerce, industries, Agriculture and Mining operations of Gabon (CCIAM)

(iii)Individuals

  • Police Clearance Certificates
  • Receipt slips, business Profit tax certificates, licensed trader tax certificates, and T.P.U. tax certificates of the current year
  • Income tax assessment receipts from CCIB

3.Obtaining a circuit slip

  • Articles of corporation of the company;
  • Trade register;
  • Police clearance certificate
  • Proof of companys bank account in a local bank
  • Business profit receipt slip for the current year (deposits) ;
  • Income tax assessment receipt slip from the Chamber of Commerce, Industries, Agriculture and mining operations of Gabon for the current year ;
  • Three (03) photos of the administrator or the manager of the company ;
  • two information slips to be collected from the Foreign Trade Office;

4.Export declaration, obtaining certificate of origin and inspection

  • Registration certificate from the trade register or chattle loan;
  • Fiscal registration number
  • Export certificate / licence;
  • A valid circuit slip;
  • Fiscal registration Certificate
  • Bills of lading / Airway bill
  • Exchange certificate;
  • Inspection certificate
  • Commercial invoice
  • Packaging list
  • Payment receipts
  • Export declaration
  • Certificate of origin;
  • Special export authorization, (if applicable);

InstructionsEdit

1.Traders must always endeavor to register with all necessary authorities;

2.Always endeavor to obtain an export license and special certificates where necessary;

3.Be aware of prohibited and restricted exports;

4.Always avoid omissions and errors in documents submitted as they may lead to penalties

5.Be aware of the customs rules and regulations of the market country;

6.Traders must ensure that they obtain all that is required in the country of import;

7.If not sure of the export processes, traders are advised to seek assistance from Customs administration;

8.Submitted police clearance certificates must be recently obtained within not more than three (3) months;

9.A foreign applicant must have resident / stay cards and a must endeavor to obtain a certificate of non conviction;

10.As goods are transported for inspection, financial expenses are incurred by the filer and goods are under his / her responsibility;

11.Payment of customs duties and taxes can be by either cash, hard cash, by cheque or through any other legal payment means.

12.Goods cannot be released from the customs office before payment of duties and taxes, or deposit of guarantee;

13.Goods can only be released for exportation with authorization from the Customs Administration
