Procedure

T o deregister (and export) an aircraft, a request in writing from the registered owner(s) is required. The request must include the complete description of the aircraft, registration marks, make, model, serial number. The Egyptian Aviation Authority may only accept a request for cancellation of an aircraft from the Register of Civil Aircraft in Egypt:

• where such a request is received from the registered owner of the aircraft, Article 18(c) of the Egyptian Aviation Authority (Nationality and Registration of Aircraft) Order, S.I. 634 of 2005 refers, or

in accordance with Article 18 of the Egypt Aviation Authority (Nationality and Registration of Aircraft.

To deregister (and export) an aircraft the following are required

• Formal request in writing giving details mentioned above. This letter must be signed
• If registered owner is an individual - individual signs the request
• If registered owner is more than 1 individual - all individuals must sign (or send separate letters)
• If registered owner is a company - letter must be signed by a current director of the company or the current company secretary (as per current CRO print-out)
• Proof that the aircrafts nameplate / fireproof plate has been removed
• Proof that the registration marks have been removed from the aircraft
• Proof that the aircrafts Egyptian Mode US code has been negated (if applicable)
• Proof that the aircrafts Egyptian ELT code has been negated (if applicable)
• If the aircraft is on an Egyptian AOC, it must be removed from the AOC prior to deregistration
• All fees outstanding must be paid in full for the aircraft
• If the aircraft has an IDERA lodged against it, the IDERA must be removed first.

Additionally, in the case of export, the name of the foreign state to which the aircraft is being exported is also required. Where an Export Certificate of Airworthiness is required, the applicant should submit the applicable forms with prescribed fee to the Authority, at least 20 working days in advance of required export date.

Eligibility

An applicant for aircraft deregistration shall meet in full the eligibility requirements stated in Regulation 47.2 of the Egyptian Civil Aviation Regulations:

An aircraft is eligible for deregistration if it is

(i) Sold to a foreigner or another country out side Egypt.

(ii) if the contract has come to an end.

(iii) when the aircraft went missing or destroyed or lost for good.

(iv) when the aircraft has out leaved its usefulness and becomes a scrap

(v)When the aircraft cannot become airworthy any more.

Instructions

• Aircraft Owners are required to complete an Application for Aircraft deregistration and submit it in person to the Egyptian Civil Aviation Authority,Division Aircraft Registration Unit if the aircraft is based in Egypt.

• This must be completed within 90 days after an aircraft is grounded on the airport into Egypt.
• If the aircraft is purchased from a dealer in foreign country, the dealer is to require the buyer to fill out an Application for Aircraft Registration.
• The dealer is required to forward the application to the Air craft Division Aircraft Registration Unit within 10 days of the sale. The form may mailed to the Division Aircraft Registration Unit.
• An owner bringing in an aircraft from out of Egypt must be the one to submit the application. Registration must be completed within 60 days of entry into Egypt to avoid penalty fees.

Required Information

After the aircraft has been evaluated and found an acceptable for issue of a certificate of deregistration it is required to submit the following documents to the Authority:

• Aircraft deregistration Application
• A Certificate or notice of de-registration from the previous state of registry or a letter from the state of manufacture , if the aircraft is new and has never been registered in any other state, confirming non- registration. The de-registration certificate must be received by the| Authority directly from the state of registry and should never be presented by the applicant - should be State to State.
• Document(s) to prove the aircraft ownership, (e.g. Bill of Sale, e.t.c.);
• A copy of a government issued Identity Card (ID) or Passport if owned by an individual, or any other identification card approved by the Authority;
• A certified copy of the Certificate of incorporation if owned by a company;

Need for the Document

An aircraft will be deregistered from the Egyptian aircraft registry in the following cases:

(1) In case of selling it to a foreigner;

(2) If the Leese contract is no more valid;

(3) When the aircraft is lossed;

(4)For scraped aircraft; or

(5)When the aircraft canot become airworthy any more.

(b)When the certificate of registration holder wishes to deregister his aircraft he shall apply for aircraft deregistration in a form and manner acceptable to the ECAA.
