Procedure[edit]

  • Non citizens/foriegners cannot apply for the police clearance certificate in Equador.

Apply Online

  1. Go to the website of the Ministry of Interior, select important criminal records certificates or go to the link link
  2. Accept the terms and conditions of use in the given page.
  3. Please follow the prompt and enter the Identity card or passport number as the case may be. Finally hit “next” to get the next screen.
  4. Please follow the screen prompt to apply.
  5. This online application will be processed by the respective department to issue the certificate as per applicable norms.


Applying process in Ecuador for citizen

a. Apply In-Person
  1. Criminal record certificate can be applied in-person through Jefaturas (Police Headquarters) or Subjefaturas Provinciales de la Policia Judicial (regional police stations).

  3. Go to the respective office. Don’t forget to take the required copy of documents along with originals to the office.
  4. Please follow as per authorities guidelines and submit the completed application along with documents. Applicant should pay for any charges if required as advised.
  5. This application will be processed by respective department.
  6. The certificate can be collected from the office where applicant applied in-person upon notification or issued as per norms.

a. Apply through embassy or consulate

  3. Call the office and fix appointment for personal visit. Also find out the details for this procedure.
  4. On the scheduled date, go to the office with all the document in original and in copy. Please follow as per officer guidelines to process your application.
  5. This application will be processed by the respective department. The completed certificates are forwarded to the concern.
  6. Applicant shall collect the certificate with the respective office upon notification or can get it delivered as per norms applicable.


b. Apply through representative

  1. Applicant shall mandate an authorized representative (relative in Ecuador) to apply on their behalf to obtain PCC from Jefaturas (Police Headquarters) or Subjefaturas Provinciales de la Policia Judicial (regional police stations).

  4. Application forms can be obtained from the respective office on visit or can be downloaded online.

Eligibility[edit]

  • Applicant with valid passport and a valid address proof.
  • Age: 18 years and above. In case of minors, the application must be submitted by the parent exercising parental authority, if the minor has not turned 18 years.
  • The current address of the applicant must be same as in the passport and other supporting documents.
  • Applicants who are in need of residential status, employment or long term visa or for immigration to a foreign nation.

Local Requests: You should obtain the Certificado de Antecedentes Personales by presenting yourself at the Archivo Central de la Polica Nacional located at Avenida Amazonas y Roca, Edificio Rio Amazonas, First Floor.

You are required to present the following:

  • your National Identity Card (Cdula de Identidad) (for Ecuadorians and non-national residents of Ecuador);
  • your original passport (for non-nationals);
  • one color photograph, size 35x45 mm; and
  • the processing fee of $5 USD payable in cash.

Need for the Document[edit]

By Executive Order No. 1166, issued on May 17 2014, the Police Record issued by the Judicial Police, whose term was three months (90 days) and valued at $ 5 was replaced by the Criminal Record Certificate, document that the Ministry of Interior will issue free.

A police certificate is an official document issued by police or government agency of a country to enumerate any criminal records that the applicant may or may not have. Criminal records may include arrest, conviction, and possibly criminal proceedings.

It is the applicants responsibility to contact the relevant authorities to obtain the necessary police certificates or clearances. Each countrys procedures are different. Applicants may have to apply to more than one level of government or more than one agency - municipal, provincial, state, federal and the police, courts or similar governmental agencies for the police certificate. If a police certificate cannot be obtained from any of the countries on the list, provide a written explanation why and an original letter from the police authority confirming that it will not issue a certificate.

You can also authorise a relative to obtain the certificate on your behalf. You need to provide a Poder Notarial form and your ID (cedula) as proof of relationship. This form may be issued at a cost of US$17.00 payable at Puente Portete Y Avenida Barcelona S/N, in Guayaquil, or at the Office of Archivo Central (Police central archive) located at Av Amazonas y Vicente Ramon Roca Quito.

Note: certificates are not available for foreigners who live in or have lived in Ecuador.
