Procedure

1. To apply for a permit to keep a cat, the owner must file an application for registration at the local government in whose district the cat is ordinarily kept.
2. Applicants will be asked to pay the non-refundable application fee.
3. The authorities will allot a registration number to the cat and give the owner of the cat a registration certificate in the prescribed form for the cat; and
4. The cat owner will also receive a registration tag for the cat showing the registration number allotted to the cat.

Eligibility

The owner of a cat that has reached 6 months of age must ensure that the cat is registered.

This rule does NOT apply if:
(a) the cat has been kept by the person for less than 14 days; or
(b) the person has been resident in the State for less than 14 days; or
(c) the cat belongs to a class of cats prescribed as exempt from registration.

A cat will not be registered if the local government is satisfied that one or more of the following apply:

• the applicant is a child under 18 years of age;
• the cat belongs to a class of cats prescribed as exempt from registration;
• the cat is not microchipped; (if not exempt)
• the cat is not sterilised;(if not exempt)
• the applicant has been convicted within the previous 3 years of 2 or more offences against any of the following:
  • (i) this Act;
  • (ii) the Dog Act 1976;
  • (iii) the Animal Welfare Act 2002

Fees

• Application for Permit to Keep a Cat: $50.00 non-refundable
• Claiming of an impounded cat: $30.00 plus applicable penalty
• Sustenance of an impounded cat: $30.00 per day or part thereof

Cat Local Law

Cats are permitted to be kept as domestic pets on Christmas Island. However, under Commonwealth quarantine legislation, cats cannot be brought to the Island. It is possible to take cats away from the Island, subject to quarantine requirements.

The Shire has introduced a Cat Local Law to control the number of cats kept by residents and to protect the amenity of the town and the environment. The Cat Local Law states that cats must be registered with the local government in whose district the cat is ordinarily kept.

Cat Registration

The owner of a cat that is ordinarily kept in the district of a local government may apply to that local government for the grant or renewal of the registration of the cat.
