Chhattisgarh - Apply for Cracker and Explosive License

Apply In-Person:

To apply for the cracker and explosive license approach the Deputy Commissioner of police of your district.
Download form- 4 as appended to Cracker/Explosive Act 1984 from the below link Form 4
Make sure that you have all the proper documents mentioned in the “Required Documents” section below.
Submit the form to the Deputy Commissioner's office along with the required documents.
After visiting the district’s webpage select your district and it will direct you to the concerned district’s official portal.
Now click “about district” from that page and select “who’s who” to know about DC office location.
Refer to the Deputy Commissioner's Office location mentioned in the “Office location & contacts” section below.
After the application form is processed, an enquiry officer will make a thorough verification regarding your address proof which you have submitted along with the form, criminal records if any and some general investigations.
The applicant will be receiving the acknowledgment slip after the successful verification.
A license with 1-year expiry period will be issued by the authority after verifying all the details submitted by the applicant.
Collect the license from the office where you have applied after 2-3 weeks of submission.
After the expiry period, the applicant should follow the same procedure to obtain the license.

Apply Online:

To Apply for Cracker and Explosive License, the applicant has to make the application online via – link
The applicant has to select the details Processing Location/ District Administration where the application is being submitted.
And enter the personal details of the applicant.
Followed by uploading all the necessary documents which are mentioned in the “Required Documents” section of this page.
Pay the fee amount of Rs. 500.
Also, the applicant has to enter all the details about the explosive and cracker details.
After completing all the details, the applicant has to click the “I agree” button.
Followed by clicking the “Submit” button.
After submission, an acknowledgment message with a reference number will be generated.
Use that reference number to check the status of the application.
Once all the verification is over, the applicant will be notified to download the license.
This entire process can be completed within 15 days or as per the timeline advised by the respective department authority.

Apply through Centres:

To Apply for Cracker and Explosive License in Chhattisgarh, the applicant shall visit the nearest CSC/Tehsil Centre. Find contacts to CSC centres in the link provided:Link
Procure the application form from the concerned centre and fill it up with the necessary details required for the process.
Make sure to attach all the "Required Documents" along with the application form before submission.
Provide authorized signatory and photograph, wherever applicable.
Now submit the application to the office of the concerned centre.
On successful verification, the applicant will be notified by the CSC centre.

Report /NOC from local SSP office and department of Fire Servicesneed to be obtained.

Particulars of previous license if any
Description of place, where the storage is intended to be carried out.
No objection certificate of the tenant, if the business is intended to be carried out on the land
of tenant other than the applicant.
Recent copy of Form-F of the land housing the Storage Facility.
Aadhaar Card
Passport size photos
Shop and Establishment License as per requirement.
Character verification report from concerned as per requirement.

Note:

Applicant shall use the local address obtained as per the link above for the state to apply.
The address (PESO) provided here will be useful to clarify all the doubts as they are the controllers of explosives designated for this state.

EligibilityEdit

Applicants must be above 18 years old.
Not sentenced or convicted of any offence involving violence or moral turpitude for a term of not less than six months, at any time during a period of five years after the expiration of the sentence.
Applicant should not have any connection or executions in code of Criminal Procedure.
Applicant license under the Explosives Act has not been cancelled, whether before or after the commencement of the Indian Explosives (Amendment) Act, at any time during a period of five years from the date of cancellation of such license.

ValidityEdit

Validity of the Cracker License on Temporary basis will be Maximum of 15 days and on Permanent basis for 1 Year (Financial Year)
Renewed every year (Optional)

NOTE:
When applying for a temporary license to sell or to store on seasonal demand like Diwali – This licence will be issued in a time of 1 week to 1 month as decided by local authorities

To administer the responsibilities delegated under the Explosives Act 1884 the rules made there under related to manufacture, import, export, transport, possession, sale and use of Explosives
Without this license one can’t deal or trade such items.
Match Factories, Cracker shops are few of the establishments which requires this license
To ensure public safety, Government has formed and regulates these traders to follow the set of rules and keep track of those involved in this business for timely supervision
