Apply In-Person:

To apply for Explosives License in Bihar, the applicant has to contact the respective District Magistrate office. Please tap on the following link to view contact details of different districts: link.
Make sure to have the documents that are listed under the “Required Documents” section of this page.
An application form can be obtained upon visiting the District Magistrate office. Please tap on the following link to download the application form: form.
The applicant has to fill in all the necessary information in the application form.
Submit the application form with ”Required Documents” to the office.
Pay the fee as given in the “Fees” section of this page.
Upon the satisfaction of the authorities, the applicant will be permitted for an Explosive License.
Collect the permit from the respective office in a stipulated period of time.

Apply Online through PESO:

Visit the following portal: online portal.
Click on the “new user” and fill in all the details asked.
Select “Service type (either Cracker License for Diwali Explosive Material)” from Application type drop down list.
Select “Request Status (either All/Not Viewed/Open, Forwarded to RDO. Forwarded to MRO etc...)” from request status drop down list.
After selection of the request, Request details page will be displayed
Downloads “documents” which are available and after downloading all Verification/Proceeding documents, MRI & from the MRO for field level enquiry.
After enquiry, the MRI & VRO submitted their report to the Tahasildar.
Upload Enquiry Report at “Process Upload Documents” option.
Click on “Forward to DRO’ and a message forwarded will be displayed. Now the request is at DRO End.
DRO forwards the application to the Collector.
Collector downloads and verifies the application and reports by DRO.
Collector may approve or reject the application.

Apply Online

To Apply for Cracker and Explosive License, the applicant has to make the application online via link
The applicant has to select the details Processing Location/ District Administration where the application is being submitted.
And enter the personal details of the applicant.
Followed by uploading all the necessary documents which are mentioned in the “Required Documents” section of this page.
Pay the fee amount of Rs. 500.
Also, the applicant has to enter all the details about the explosive and cracker details.
After completing all the details, the applicant has to click the “I agree” button.
Followed by clicking the “Submit” button.
After submission, an acknowledgment message with a reference number will be generated.
Use that reference number to check the status of the application.
Once all the verification is over, the applicant will be notified to download the license.
This entire process can be completed within 15 days or as per the timeline advised by the respective department authority.

Apply through Centres:

To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
Make sure to have the documents that are listed under the “Required Documents” section of this page.
It is advised to take the documents in original to the kiosk for scanning purposes.
The operator will process the application online.
On successful submission, the applicant will receive an application number as acknowledgement.
An inspection will be held to check the premises.
The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
If verified, the permit will be hand delivered or sent through post to the address mentioned while applying in a stipulated period of time.

Note:

Applicant shall use the local address obtained as per the link above for the state to apply.
The address (PESO) provided here will be useful to clarify all the doubts as they are the controllers of explosives designated for this state.

EligibilityEdit

Applicants must be above 18 years old.
Not sentenced or convicted of any offence involving violence or moral turpitude for a term of not less than six months, at any time during a period of five years after the expiration of the sentence.
Applicant should not have any connection or executions in code of Criminal Procedure.
Applicant license under the Explosives Act has not been cancelled, whether before or after the commencement of the Indian Explosives (Amendment) Act, at any time during a period of five years from the date of cancellation of such license.

ValidityEdit

Validity of the Cracker License on Temporary basis will be Maximum of 15 days and on Permanent basis for 1 Year (Financial Year)
Renewed every year (Optional)

NOTE:

When applying for a temporary license to sell or to store on seasonal demand like Diwali – This licence will be issued in a time of 1 week to 1 month as decided by local authorities

To administer the responsibilities delegated under the Explosives Act 1884 the rules made there under related to manufacture, import, export, transport, possession, sale and use of Explosives
Without this license one can’t deal or trade such items.
Match Factories, Cracker shops are few of the establishments which requires this license
To ensure public safety, Government has formed and regulates these traders to follow the set of rules and keep track of those involved in this business for timely supervision
