Apply In-Person:

  1. Any seller/livestock or dairy entrepreneur/farmer who wants to sell a cow without a middleman must have a farm/dairy which is registered with the Government of India.
  2. To sell a cow, one can approach the Government Livestock Farms/Animal Market Committee/Local Cattle Markets or the office of the Department of Animal Husbandry and Dairying in the locality.
  3. Find the estimated cost of cows in India in the "Fees" section of the page.
  4. Find a list of district-wise contacts to Government Livestock Farms in Bihar in the given Link
  5. Make sure to have all the necessary documents mentioned in the "Required Documents" section of this page.
  6. The person may also sell in the government-licensed cattle markets/farms in their area or directly to farmers/buyers/private farms in the locality.
  7. In rural areas, one may seek help from the Gaon Panchayats to sell a cow without a middleman. Follow the "External Links" section on this page to find a district-wise list of Gaon Panchayats in Bihar.
  8. The seller must keep a record of the quality and breed of the cow that he/she intends to sell.
  9. The seller must confirm that the cow is in good health while trading it. Find more in the "Information which might help" section of this page.
  10. Ensure that the cow is fully vaccinated before selling it.
  11. After providing all the necessary documents, the Animal Market Committee will ensure that the seller/buyer will not sell the cow for slaughter or religious sacrifices.
  12. Once verified, the seller may deliver the cow to the buyer. The time required for delivery may vary from 1-7 days.


NOTE:

  • The cow must be well grazed and bred with proper health management (provided with enough feed and fodder).
  • Do not sell a cow who is stressed/diseased or farmed in an unhygienic condition; the cow must be kept under proper hygiene, maintenance and medication.


Apply through Centres:

  1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
  2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
  3. An application form can be obtained through the kiosk operator upon visiting the centre.
  4. The applicant has to fill in all the necessary information in the application form.
  5. Submit the application form with ”Required Documents” to the office.
  6. It is advised to take the documents in original to the kiosk for scanning purposes.
  7. The operator will process the application online.
  8. On successful submission, the applicant will receive an application number as acknowledgement.
  9. This application will be processed internally. Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of the Certificate to the applicant.
  10. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
  11. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

  • Registered Dairy/Farm License.
  • Registered address proof or land deeds leased/owned for farming/dairying.
  • ID proof of the buyer (PAN Card, Farmer UID Card/Aadhaar Card).
  • Agriculture/Trading License.
  • An undertaking that he/she is an agriculturist.
  • An undertaking that he/she will not sell the cow at least for six months from the date of purchase.
  • An undertaking that the cows are sold and bought not for slaughter.
  • Livestock Insurance (not compulsory).
  • For export/import: Embarkment Certificate, Permission for embarkment from the Regional Officer/ Quarantine Officer of the seaports and airports in India, Animal Health Certificate.

EligibilityEdit

  • The person must be licensed as a farmer/trader under the National Dairy Development Board/National Programme for Bovine Breeding/Farmer Producer Organisations under the Government of India.
  • Must have an agriculture/trade license.
  • The cow shall be tagged by ear and be provided with Animal Wellness Card by the Department of Animal Husbandry and Dairying.

Need for the DocumentEdit

  • The procedure makes the process of selling and buying direct between the trader and the purchaser without any involvement of middlemen.
  • It is mandatory to carry this procedure in order to verify and identify the nature and position of the seller as well as of the buyer.
  • The procedure is instructed to prevent slaughtering and smuggling. The Government of India will have all the necessary information of the seller and buyer once they are registered.

More information on how to export/sell outside the country:

  • To sell a cow/livestock to another country without middlemen or to export/import livestock, one must require a license from the Director-General of Foreign Trade (DGFT), Government of India and apply as per the prescribed format to DGFT Link
  • The exporter of the cow must require a no-objection certificate from the Department of Animal Husbandry, Dairying and Fisheries. Find more information on the Department of Dairying and Animal Husbandry in the "External Links" section of this page.
  • On receiving the application, DGFT will forward the application to the Department of Animal Husbandry, Dairying and Fisheries, Ministry of Agriculture for remarks.
  • All the applications approved from DGFT will be forwarded to the Trade and Investment Matters Committee who will take further decisions.
  • The recommendation of the Trade and Investment Matters Committee is conveyed to DGFT for further processing of the application.
  • The seller/exporter needs to obtain clearance for embarkment from the Regional Officer/ Quarantine Officer of the seaports and airports in India.
  • The clearance can be obtained by showing a copy of the import/export license issued by the DGFT along with a copy of the Health Certificate issued by the Official Veterinarian of the exporting country as per the provision of health certificate enclosed with the license by DGFT.
  • The clearance needs to be collected from the Regional Officer/ Quarantine Officer seven days prior to embarkment.
  • The testing for diseases as specified in the health certificate should be performed in the exporting country.
  • All the test reports must be accompanied along with the animal.
  • The animals will be quarantined in the government quarantine depot of any of the ports for a specific period as specified in the health certificate enclosed with the license.
  • The seller also needs to fulfil the quarantine and animal health certificate requirement at the time of import. Find more:Link

  • The clearance/permission is relaxable for up to three days depending on the clutching conditions.
