Procedure

• Valid eligible seed producers shall obtain seed for cultivation from the respective area/block Assistant Director of Seed Certification or equivalent authority designated.
• The state seed certification authority is “Bihar State Seed Certification Agency”.

Apply In-Person

1. Applicant should be a registered seed producer and his certificate is valid.
2. Applicant should go to their respective office to get seeds.

4. Applicant shall produce the relevant document as per our required document section to the concerned authority with the request for the type of seed required.
5. Authorities will check submitted request and documents.
6. If the requested seed matches the soil report of the submitted land, then the request will be processed.
7. Applicant shall make the required payment and collect the seeds as approved.
8. The seed issued will have tag for the quality, seed type, tag number and other details. Applicant should make note of this in their record for future need.

Apply Online:

1. To apply online for a seed license in Bihar, visit the Agriculture Department’s official websiteportal. The time to apply for a license online is from 9:00 AM to 6:00 PM.
2. On the home page, click on apply online and select seed for state and district level applications.
3. The new page opens. Click on the license registration.
4. After clicking, a new page appears where the authentication type is chosen from Demography + OTP, Demography + Bio-Auth, and IRIS (Working).
5. Enter the Aadhaar number, name, and click on authentication. OTP generates the registered mobile number of Aadhaar, enter the OTP and click on validate OTP.
6. After the authentication of Aadhaar, a registration form opens. Business people who want to apply must fill in all the necessary details and complete the registration process. Applicants will receive the license registration number.
7. With the license registration number, applicants can log in to apply for a license, the applicants must click on apply new/renewal/endorsement.
8. Log in with the username and password, application forms open, select the type of application from seed/fertilizer/pesticide.
9. Applicants must fill the form with the necessary information and upload the required documents. After filling the form, applicants must make the payment.
10. There is no online mode, so applicants must visit the nearest bank and make the payment. After the payment, deposit details are filled in the form.
11. After uploading the documents and payment details, click on the submit option.
12. If approved, the seed license will be sent through post to the address mentioned while applying or issued in a stipulated period of time.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. It is advised to take the documents in original to the kiosk for scanning purposes.
4. The operator will process the application online.
5. On successful submission, the applicant will receive an application number as acknowledgement.
6. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
7. If approved, the applicant gets seeds in a stipulated period of time.

Eligibility

• Registered seed production unit shall apply
• Registered seed farm shall apply
• Requested seed should be a notified variety under Section-5 of the Indian Seed Act, 1966.
• The seed requested should be in the production chain and its pedigree should be traceable.

Fees

• Applicant need to pay the cost for the seed procured.
• Rate for the seed varies with the seed type.
