Procedure

Apply In-Person:

1. To make changes in the Micronutrient Mixture Fertiliser’s License, the applicant needs to approach the Department of Agriculture in their locality. Find contacts to the agriculture department in Bihar in the link provided Link
2. The applicant may request the application form for the amendment/modification from the office of the License Registering Authority, Department of Agriculture in his/her state of residence. Find more contacts to the office of the local authority in the “Office Location & Contacts” section of this page.
3. Make sure to have all the necessary documents listed under the “Required Documents” section of this page.
4. The applicant must fill up all the details as demanded by the authority and submit the form to the licensing officer.
5. A mandatory application fee needs to be made through the demand draft along with the application form and other supporting documents and submitted to the licensing officer.
6. After accepting the prescribed fee, the licensing officer approves the application received from the applicant.

8. The registering officer or the controller will amend a certificate of registration only if the applicant meets the eligibility criteria as mentioned in the “Eligibility” section of this page.
9. The verification officer will verify the documents and issue a new license.
10. The processing time may take 10-15 days.
11. Once the license is approved, the applicant will receive an SMS or call on the registered mobile number to collect the same from the authority.

NOTE:

• Every holder of a Wholesale, Retail, Industrial, fertilizer license, requesting to change/modify the license can make an application to the registering authority before the date of expiry of the said license.
• Amendments can be made as often as necessary throughout the validity period of the license.

Apply online:

1. In order to modify the Micronutrient Mixture Fertilizer License online in Bihar, the applicant needs to sign in through the same user credentials that he/she has used while applying for the licence in the following Link
2. Make sure to have all the necessary documents in hand before applying online.
3. After successful login, the applicant will have to click on the "Apply Renewal/New/Endorsement" for fertilizer manufacturer license.
4. The applicant will have to fill all the mandatory fields that need to be amended along with other required information marked with * (red asterisk).
5. Enter the system-generated licence number and change any or all of these 5 types of information:
6. To change the name of the applicant.
7. To change the name of the organization.
8. Capacity change.
9. Store Point Add/Delete.
10. Valid "and" form add/delete.
11. Change in sales location.
12. After filling up the application, the applicant is mandated to upload the “Required Documents” under the Upload Document section on the website page.
13. The applicant shall upload documents by selecting each scanned PDF or JPG form of documents. All documents should be within 500MB size.
14. After that, upload a Photograph and a scanned copy of the Signature and click on the self-declaration checkbox "I agree" with the details to continue.
15. A new page will open for fee payment. Fill in challan details for the particular procedure in the slot provided in the web page.
16. The applicant shall make the payment as provided and keep the acknowledgement safe for future reference.
17. On successful transaction of the payment, the application will be further processed by the respective department.
18. After completion of the application, the applicant will be able to print a preview of the receipt of the application.
19. The applicant shall use the application number/id to track the application through the online portal.
20. Take printed application form and all necessary documents and submit it to concern office within 7 days.

NOTE:

• The applicant can make up to 5 types of changes in the license.
• The applicant can modify only the information that he/she wants to change.
• For each change, the applicant may upload up to 5 documents each.
• The applicant should pay the amendment fee through challan only.

Eligibility

• The applicant with a valid Micronutrient Mixture Fertilizer license is eligible to apply.
• Must have a Bachelor of Science in Agriculture/ Chemistry/ Microbiology or Diploma in Agriculture Science from a recognised University.

Fees

• Fees for amendment in the certificate for manufacturing of NPK fertilizer mixture/ Micronutrient mixture/ Bio Fertilizers/ Organic fertilizers: Rs.1000/-
• The registering authority will specify to whom and in which manner the fee shall be paid.
• A mandatory fee may be paid through challan/e-challan.

Validity

The granted license is valid for 3 years unless suspended or cancelled.

Instructions

• The license for modification shall be produced under the slot provided while making amendments online.
• Any name change in the licence shall be reported to the licensing officer.
• The application for any change/modification in the license shall be made before its expiry.
• The holder of the license shall comply with the provisions of the Fertilizer Control Order 1985.
• The holder of the license shall from time to time report to the Registering Authority for any alteration in the premises of the sale depot and warehouse attached to the sale depot or any other changes with regards to the licence.
• The wholesale dealer or the retail dealer except for a State Government dealer or a manufacturer importer shall not sell fertilizers for industrial use.

• Address of the warehouse where fertilizer will be stored.
• Details of the new branch/ unit opened after grant or renewal of a licence if any changes are needed.
• Fee deposit for amendment.
• Details of the Person to be modified.
• Postal address with telephone number, if any changes are required.
• FORM ‘O’: Details of fertilizer and their source.
• For Single Ownership/Partnership Ownership:
  • The name of the owner/partner.
  • The name of the firm/store
  • Other evidence was recorded under Judicial Magistrate's Evidence.
  • Written Identity of the store/firm's assets and liabilities.
• For the company:
  • Incorporation Certificate (CIN):New or Old
  • Other relevant documents, issued by the authorities.
  • Verified email ID and phone number of the National Company Law Tribunal (NCLT)/the transferred and transferable company/ directors of the board of directors and the transfer company.
• Change/modification in Partner license:
  • Documents of registered partners from DSR/ADSR.
  • Names of the registered partners with the officially approved Photo ID number (Voter / PAN / Aadhaar), if any addition/changes need to be omitted or included.

Need for the Document

• A fertilizer licence is beneficial for both applicant and the consumer for trading as it verifies that the applicant is a certified dealer of the micronutrient mixture fertilizers. Any changes in the licence shall be reported to the authority.
• A fertilizer license also ensures the delivery of good quality certified fertilizer and enhances the knowledge base regarding the mix of micronutrient fertilizers.

Information which might help

• If the applicant fails to fulfil any of the conditions or provisions of the Act for grant of the license, then, the licensing officer may withdraw or cancel the license.
• The applicant who is an industrial dealer shall submit a report of the industry to the Central Government by the 15th of April for the preceding year, showing the stocks as of 1st of April of the reporting year, source wise receipts during the year, sale and closing stocks of fertilizers along with the source purchase/sale price.
• The applicant who is a wholesale dealer shall submit a report of his industry to the Registering Authority and a copy to the Enforcement Inspector, Fertilizer or such other officer of the State Government under whose jurisdiction the site of business is established. The applicant must submit on the 5th of every month, showing the opening stock, receipts sales and closing stocks of fertilizer in the preceding month. He/she shall also submit such other returns as may be defined by the Registering Authority.
• Any changes in the licence are made before its expiry.
