Procedure

Apply In-Person:

1. Approach the local RTO office near you to change or update the address or other information in driver license (DL).
2. Refer to the “Office Locations & Contacts” section in this procedure to see the respective address and contact details.
3. Application Forms 2 is required. Application form can be downloaded from the following link Link
4. The applicant should make sure they are eligible for updating address the driver license by reading through the eligibility criteria that has been listed out under the “Eligibility” section of this page.
5. Please make sure you have all the documents that are listed down the “Required Document” section of this page.
6. Application forms can be obtained from the appropriate RTO offices that should be completed and presented with appropriate fees.
7. Present the completed application forms in one of the counter and pay the appropriate fee where the officials would start processing your application.
8. Verification of details submitted will be scrutinised to check for authenticity to make necessary changes

Apply Online:

1. To apply online for changing or updating your information or address on the driving license navigate to the link Link
2. Click on “Driving related services”.
3. Select state as “Bihar”.
4. Under “Driving License” heading select the option “Services on DL”.
5. Click on Continue button.
6. Fill all the required information and submit the required documents.
7. Refer to the “Required Information” section in this procedure to fill the required details.
8. Click on Proceed.
9. Please follow the screen instructions fill the application form and submit the required documents.
10. You will also get the appointment date for visiting RTO office to process the application.
11. Take printout of the application form including Acknowledgement form and go to RTO office before 11:30 a.m. and submit the application to the RTO official.
12. Authorities will advice the fee amount to be paid. On the appropriate counter pay the fees and submit the application and documents to process the application

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. It is advised to take the documents in original to the kiosk for scanning purposes.
4. The operator will process the application online.
5. On successful submission, the applicant will receive an application number as acknowledgement.
6. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
7. If approved, the updated DL can be collected from a local RTO office with acknowledgement number in a stipulated period of time.

Driving license is mandatory while driving a two wheeler or four wheeler and one must keep it up to date with the latest information.

• Under the provisions of the Motor Vehicles Act, 1988 in India, no person can drive a motor vehicle in any public place unless he holds a valid Driving License issued to him, authorizing him to drive a vehicle of that particular category.
• Driving without Driving license is an offense. Incumbent has to pay penalty
• It is a punishable offense to drive the vehicle without a valid license
• Those who are under 18 Years are not supposed to drive
