Procedure

Chief Minister's Self-Help Allowance Scheme is the financial assistance for the unemployed youth (age 20 – 25) of the state of Bihar.
Apply In-Person:

1. To apply for an unemployment certificate in Bihar, the applicant will have to contact the MNSSBY Office. Please tap on the following link to view contact details: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained upon visiting the MNSSBY Office.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with ”Required Documents” to the office.
6. Upon the satisfaction of the authorities, the applicant will be permitted an unemployment certificate.
7. Collect the certificate from the respective office to avail benefits in a stipulated period of time.

Apply Online:

1. To avail the scheme firstly, it is mandatory for the applicant to fill an online application form.
2. Online application can be made by logging on the website of "Economic solution, force to youth".

4. In the given page, please login using the credentials to reach next page.
5. If you are a new user, the applicant will register on the home page of the web site by going to “New Application Registration”. Please complete the registration procedure and then login to apply.
6. Applicant will have to complete the page prompt for Personal information, Address, course and declaration.
7. Once all the above steps are complete, hit “Final submit” tab to submit the application.
8. On submission, user gets confirmation message, please hit “generate email acknowledgement” tab to get acknowledgement for future usage.
9. This application will be processed further to get the benefits

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with ”Required Documents” to the office.
6. It is advised to take the documents in original to the kiosk for scanning purposes.
7. The operator will process the application online.
8. On successful submission, the applicant will receive an application number as acknowledgement.
9. This application will be processed internally. Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of the benefit to the applicant.
10. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
11. If approved, the applicant will get the allowance as per terms and conditions in the bank account provided while applying for pension.

• Application form.
• Three specimen signatures, duly attested by a Gazetted Officer.
• Domicile certificate issued by a competent authority (As applicable)
• An affidavit duly attested by a Magistrate/ Oath Commissioner in support of his/her claim for unemployment allowance.
• A medical certificate from Medical Officer of Government hospital/ dispensary (to be furnished duly by blind, deaf and dumb &ortho applicants registered with the special Employment Exchange for Physically Handicapped persons, as applicable)
• Aadhaar card.
• Bank account details.

• Passport size photograph of applicant (please take 5 copies).
• Certificate to prove the place of residence.
• Certificate to prove age.
• Certificate to prove caste, if they belong to reservation communities.
• In case of disabled persons, Medical Certificates to prove Disability.

Eligibility

• A candidate must have passed 12th and must be between the age of 20 to 25 years.

Fees

Service is free.

Validity

Unemployed allowance Rs. 1000 will be given for a maximum of 2 years.

Instructions

The eligible unemployed candidate who has registered with employment exchange can apply for this procedure.

Need for the Document

• The Departments of Employment in various States of India allow unemployed educated youth residing in the respective States to pre-register for impending job vacancies occurring in different sectors of that State.
• Those who are registered with employment exchange and not provided employment are provided with allowance.
• Candidates who possess educational qualifications other than those of professional and executive standards can register their educational qualifications with the respective Employment Exchanges in their districts

• Whenever government vacancies are announced, list of registered members with suitable educational profiles are forwarded to respective employers for consideration.
