Procedure

Apply In-Person:

1. Applicant in order to obtain “Fertilizer Storage License” should go to the “district agricultural officer’s office (DAO)” in person and apply.
2. Link for contact details link1 AND link2 please select the appropriate place for contact details.
3. Applicant has to get the letter head for the firm and should get required document as per our page.
4. Please collect the appropriate application form as per officer’s advice Or please download the form online using the following link Form link1 please refer FORM ‘A’ to apply
5. Submit the completed application (2 copies) along with required documents as mentioned in our required documents session.
6. After accepting the application, officials will advise the amount to be remitted as per the mode (treasury challan or as acceptable).
7. Applicant after remitting the mentioned amount should provide the proof of payment (receipt or challan) to the department authority for processing.
8. Applicant will get intimation for inspection of premises.
9. Concerned authorities will inspect the business place and do their due diligence as mentioned in application by applicant.
10. Once all the process yields satisfactory result, applicant gets intimation to collect the certificate.
11. On the said date, applicant can collect the certificate.

Note:

• Authorities will provide information on educational requirements as applicable to apply for the certificate.
• Where the business of selling /exporting /importing seeds is intended to be carried on at more than one place, a separate license should be obtained for each place for use in the office of Licensing Authority

Apply Online:

1. To apply online for an insecticide license in Bihar, visit the Agriculture Department’s official websiteportal. The time to apply for a license online is from 9:00 AM to 6:00 PM.
2. On the home page, click on apply online and select insecticide license for state and district level applications.
3. The new page opens. Click on the license registration.
4. After clicking, a new page appears where the authentication type is chosen from Demography + OTP, Demography + Bio-Auth, and IRIS (Working).
5. Enter the Aadhaar number, name, and click on authentication. OTP generates the registered mobile number of Aadhaar, enter the OTP and click on validate OTP.
6. After the authentication of Aadhaar, a registration form opens. Business people who want to apply must fill in all the necessary details and complete the registration process. Applicants will receive the license registration number.
7. With the license registration number, applicants can log in to apply for a license, the applicants must click on apply new/renewal/endorsement.
8. Log in with the username and password, application forms open, select the type of application from seed/fertilizer/pesticide.
9. Applicants must fill the form with the necessary information and upload the required documents. After filling the form, applicants must make the payment.
10. There is no online mode, so applicants must visit the nearest bank and make the payment. After the payment, deposit details are filled in the form.
11. After uploading the documents and payment details, click on the submit option.
12. If approved, the certificate will be sent through post to the address mentioned while applying or issued in a stipulated period of time.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with ”Required Documents” to the office.
6. It is advised to take the documents in original to the kiosk for scanning purposes.
7. The operator will process the application online.
8. On successful submission, the applicant will receive an application number as acknowledgement.
9. This application will be processed internally. Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of the Certificate to the applicant.
10. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
11. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

Eligibility

• Any person desiring to store fertilizer.
• Before granting the licence, inspection of the unit is carried out to know the storage infrastructure in the factory premises and whether the applicants qualify to serve the licence as appropriate.
• Education criteria related information for eligibility can be obtained from authorities.

Fees

• As the fees structure varies from state to state, licensing officer whom applicant applies with will provide fee details.

Validity

A license granted under insecticides (Amendment) Act, shall be valid for the period specified therein, may be renewed from time to time for such period and on payment of such fee as may be prescribed.

Need for the Document

• Without a valid fertilizer storage license, one cannot store such fertilizers.
• It is punishable offense to deal such fertilizer storage activity of the classified fertilizers.
• The grant of a license to store fertilizers has to be obtained from the respective department
• Traders should strictly follow the Government classification of fertilizers for different use in agriculture. In order to be eligible for dealing with such classifications, one has to get the licence.

• License shall be displayed at a prominent and conspicuous place in a part of the premises open to the public.
