Procedure

Those who wanted to do business in weight and measure dealership, then one has to apply for the dealer license with the respective state legal metrology department

Apply In-Person

1. Applicant shall approach office of the designated local Legal Metrology Officer (Assistant Controller of Legal Metrology / controller of legal metrology / Inspectorate Offices) under whose dominion the proposed unit is located.

4. Obtain the application form or write on a A4 sheet as advised.

6. After filling/completing application form attach all the required documents as per our required document section.
7. Submit the document set along with required/applicable fee to the receiving authority.
8. Submitted application will be verified by the authorities. If all are in place, application will be accepted.
9. Authorities will verify the submitted details.
10. Authority after examining the application and finding it suitable for grant of License may require the applicant to deposit the required fee.
11. Make payment at the respective counters and don’t forget to take the receipt.
12. Once the fee is deposited and copy thereof received by the competent authority the application will be processed further.
13. Applicant gets notification from the department. Please follow the notification and guidelines from the authority.
14. Authorities will scrutinize and verify the documents. After inspection of premises report will be submitted for final approval.
15. Decision will be made by the designated authority for issuance of license.
16. Applicant gets notification about the approval. License will be delivered as per applicable norms.
17. If the license is refused due to non-compliance of all or any of the requirements, the decision duly reasoned shall be communicated within 15 days to the applicant.

NOTE:

• If a dealer wants to trade and market weights and measures in more than one state, he/she must obtain separate dealer license for each desired state of operation.
• The premises should be suitable and adequate (not less than the area as prescribed)

Apply Online:

1. Visit the following online portal: online portal.
2. The applicant has to click on the Pre-Establishment tab and select services related to Legal Metrology i.e., “License to Manufacturer of Weights and Measures”.
3. The applicant will be directed to the application page. Now the applicant has to fill in the required application form.
4. After completion of application form, the applicant will have to upload all the requisite documents as per checklist mentioned in table above/website.
5. The applicant submits the application form after uploading all requisite documents thereby Verifying registered Aadhar No.
6. After Submission, the dashboard with list of services will appear having “Proceed for Payment Option at the bottom right of the page. Select #List of service and click on the “Pay Now Tab”.
7. The applicant can fill in the requisite payment detail and make payment via Credit card/Debit Card/Net Banking options. The applicant will get acknowledgement on successful payment.
8. Application request is received by the Controller Weights & Measures along with the requisite documents
9. The concerned Assistant/Joint/Deputy Controller will scrutinize the application along with annexures. In case of deficiency in application, a query will be sent to the applicant.
10. Upon resolution of the raised query by the applicant, the concerned LMO will forward the application to the legal metrology Inspector who conducts site inspection.
11. The Concerned legal metrology Inspector will prepare the inspection report with recommendation and forwards it to the Controller, Legal Metrology for final approval.
12. The Controller, Legal Metrology will accord final approval and issue (upload) the Licence to the concerned applicant.
13. The applicant can view and download the Licence/certificate issued by The Controller, Legal Metrology from the dashboard.

Apply through Centres:

1. To apply through centres, the applicant has to visit the respective “CSC” centre. Please tap on the following link to locate the centre according to the respective district: link.
2. Make sure to have the documents that are listed under the “Required Documents” section of this page.
3. An application form can be obtained through the kiosk operator upon visiting the centre.
4. The applicant has to fill in all the necessary information in the application form.
5. Submit the application form with ”Required Documents” to the office.
6. It is advised to take the documents in original to the kiosk for scanning purposes.
7. The operator will process the application online.
8. On successful submission, the applicant will receive an application number as acknowledgement.
9. This application will be processed internally. Once the verification is over, these officials will submit their report to the respective superior authority to decide the issue of the Certificate to the applicant.
10. The status, viz. Approval or Rejection if any, will be conveyed to the applicant through an SMS.
11. If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued in a stipulated period of time.

• Letter of Consent from the Manufacturer who wish to appoint you as a Dealer
• Manufacturing Licence if you intend to import weights & measures from outside the State.
• Model Approval Certificate of weights and measures to be deal with.
• GST Registration / Professional Tax / Labour Licence.
• Trade Licence from respective ADC in case of Non-Tribal as per area requirement.
• Authenticated document regarding Proprietorship
• In case the firm is not a proprietorship concern the firm should submit a copy of Partnership deed duly attested by First Class Magistrate / Notary / Oath Commissioner and in case of Private Company or Limited Company, Memorandum of Association approved by the Ministry of Company Affairs, Govt. of India.
• Premises - ownership documents/ registered rent or leave license agreement or lease agreement NOC from the owner / NOC of the member if the premise is owned by family member.
• Machinery, tools and equipment list
• PAN card
• Self-declaration about whether the Applicant has violated any of the provisions of Legal Metrology Act, 2009 or rules made there under.
• Latest electricity bill.
• Aadhar card of directors

• Self-attested copy of the applicable documents should be attached
• Apart from the above listed documents, authorities may ask for additional information or document. Please provide them for smooth processing.

Eligibility

• Applicant should be the citizen of India
• Age limit 18 years and above
• An individual or a company registered under government act is eligible to apply.

Instructions

• If the importer/manufacturer want to act as the dealer of the equipment, he/she must also obtain the Dealer License in addition to the importer/manufacturer license.
• The shop premises should be suitable and adequate and must be of independent entrance without opening any residential part of the premises.
• Don’t forget to take all the originals of the document along with copy for applying.
• Better inform a chartered accountant and take his assistance.
• Ensure that application is complete before submission.
