Apply In-Person:

  1. Applicants must visit the Passport Seva Kendra (PSK) of the region they are currently residing in to apply for the Certificate of Identification.
  2. Visit the following link to know about the locations of your nearest Passport Seva Kendra: Link
  3. Visit the PSK and collect the application form. You can also download the application form from the following link: Link
  4. Next, fill up the application form completely and submit a copy of all the required documents in the PSK.
  5. Show the original documents to the concerned authorities for verification.
  6. Now pay the application fees as instructed by the concerned authorities.
  7. Once all the above procedures are successfully completed, you will be given a receipt. Keep the receipt safe and wait till you receive any further information from the PSK.
  8. You will receive an SMS on your registered mobile number, once your application is processed and the certificate is printed and ready for dispatch.


Apply Online via PSK ( E-form submission) : - Apply for Certificate of Identification (COI) E Form Submission Online with Images

  1. Download the E-form from the ‘Download E-form’ link on the homepage. You can also download the E-form from the following link: Link
  2. Fill up the form completely and click on the ‘Validate and Save’ button. Doing so will generate an XML file, which you will be required to upload in the portal later.
  3. Applicants must visit the official website of the Passport Seva Kendra to apply for the Certificate of Identification: Link Click on the ‘New User Registration’ link if you are a new user.
  4. Fill up all the details and click on the ‘Register’ button to register yourself as a user.
  5. Once you successfully registered yourself, click on the ‘Existing user login’ to log-in to your account.
  6. Click on the ‘Apply for Identity Certificate’ on the dashboard and then click on the ‘Click here to download the soft copy of the form’.
  7. Next, upload the already filled XML form, upload all the required documents and then click on the ‘upload’ button.
  8. After uploading the form, the payment portal will open. Make the payment to complete the registration process.
  9. You will need to take out the print out of the application form after submitting it. For the printout, click on the ‘Saved/Submitted Application’ tab on the dashboard and then on the ‘View/Print Submitted Form’. Once the application form opens up, click on the ‘Print’ button.
  10. You will receive a confirmation SMS on your registered mobile number once the payment is successful.
  11. After the authorities verify the submitted form and the documents, you will receive another SMS on your registered mobile number stating the date and time on which you need to visit the PSK.
  12. On receiving the SMS, visit PSK on the asked date and time with the original documents and the print out of the application form.
  13. On the day of reporting, the concerned authorities will verify all the original documents.
  14. Once all the above procedures are successfully completed, you will be given a receipt. Keep the receipt safe and wait till you receive any further information from the PSK.
  15. You will receive an SMS on your registered mobile number, once your application is processed and the certificate is printed and ready for dispatch.

  1. To apply for the Certificate of Identity, visit the official website of Passport Seva Kendra: Link
  2. Click on the ‘Register Now’ link on the home page if you are a new user.
  3. Fill up the details required and click on the ‘register’ button to register yourself as a user.
  4. Now, click on the ‘Existing User Login’ link on the homepage and log-in to your account to apply for the certificate.
  5. After logging in to your account, click on the ‘Apply for Identity Certificate’ link and then click on the ‘Click here to fill the application form online’.
  6. Fill up all the details in the form, upload a copy of all the required documents, and submit.
  7. Next, the payment gateway will open where you will need to make the payment.
  8. Once the payment is successful, you will receive a confirmation SMS on your registered mobile number.
  9. You will receive another SMS on the registered mobile number after the authorities verify the submitted form and the documents, stating the date and time on which you need to visit the PSK.
  10. On receiving the SMS, visit PSK on the asked date and time with the original documents.
  11. On the day of reporting, the concerned authorities will verify all the original documents.
  12. Once all the above procedures are successfully completed, you will be given a receipt. Keep the receipt safe and wait till you receive any further information from the PSK.

Note:

  • Certificate of Identity is subject to clearance from the Ministry of External Affairs (Consular, Passport, and Visa (CPV) PV-III division), Government of India.
  • Clearance by State Government (Department of Home Affairs/Police)/FRRO is also required for issuance of No Objection to Return to India (NORI) certificate to be stamped on the Identity Certificate.
  • Application of Certificate of Identification through Passport Seva App, ‘mPassport Seva’ is currently unavailable.

  • Proof of Address in India
  • Proof of Date of Birth
  • Registration Certificate issued by Foreign Regional Registration Officer (FRRO)/ FRO to the parents in case the applicant is a minor.
  • Registration Certificate issued by FFRP / FRO to the applicant.

Few important instructions before applying for the Certificate of Identification:

  • Tibetan Refugees residing in India need to apply for the Certificate of Identification only through the Regional Passport Office, New Delhi.
  • The Certificate of Identification will be granted to the Tibetan Refugees on the recommendation of the Bureau of His Holiness the Dalai Lama (HHDL), New Delhi.
  • Other stateless people residing in India need to apply at the passport office of the region within whose jurisdiction they are currently residing.

Need for the DocumentEdit

  • Certificate of Identity is issued by the Ministry of External Affairs (Consular, Passport, and Visa (CPV) PV-III division) to any stateless people residing in India including the Tibetan refugees on the recommendation of the Bureau of His Holiness the Dalai Lama (HHDL), New Delhi.
  • The certificate is issued by the government of India to non-citizens of the Republic of India for foreign travel.

  • The certificate is mostly issued to Tibetan refugees, along with other stateless people. Sweden is no longer accepting the Indian Identity Certificate as a travel document.
  • The Certificate of Identification is yellow in color with letters printed in golden.
  • The Emblem of India is printed in the center of the front page.
  • The standard book contains 36 pages.
  • The following is written on the certificate, “This certificate is issued for the sole purpose of providing the holder with identity papers in lieu of a national passport. It is without prejudice to and in no way affects the national status of the holder. If the holder obtains any other travel document, this certificate ceases to be valid and must be surrendered to the nearest Indian passport issuing authority This certificate is valid for travel to all countries.”
