The “No Earning Member Certificate” allows the citizen to receive the benefits from the Government due to the uncertain death of an earning member in a family. The main requirement of this certificate is for getting employment on compassionate grounds due to the uncertain death of an employee serving in a State government or a Central government office.
Apply In-Person:
- In order to apply for “No Earning Member Certificate”, the applicant has to approach the nearest office of the Collector / Mandal Revenue officer / BDO / Circle officer of the revenue department as appropriate.

- Go to the respective office and consult with the designated authority about the applying procedure for this certificate. Collect the application form or write on a plain A4 sheet as advised.
- Complete the application form. Attach the entire required documents as per our “Required Documents” section of this page and submit it to the designated receiving authority.
- After receiving the application, authorities will check the submitted application and document set. If all are in place, the application will be accepted. Please pay the fees/charges if applicable and don’t forget to take the receipt.
- Authorities will make entries about this application in the manual record or electronically using the computer.
- Acknowledgement receipt will be given against the accepted application form. Please collect it and keep it safe for future reference.
- Applicant will be informed of the probable date of getting approval for the scheme.
- This application will be processed further. Concerned authorities will verify the applicant’s details and documents.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile.
- Once verified, this application will be forwarded to the concerned Village Administrative Officer – VAO / designated authority for ground level scrutiny.
- A report will be created after verification and the due diligence of the applicant through field verification.
- This report will be sent back to the issuing authority.
- Based on the outcome of the above report and other internal processing, the tahsildar / the designated issuing authority as per the administration zone will take a decision on issuance of this certificate.
- The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS.
- If approved, the certificate will be hand delivered or sent through post to the address mentioned while applying or issued as per applicable norms.
Apply Online through Meeseva online portal - Apply for No Earning Member Certificate Online with Images

- In the given page, please select the “REVNUE DEPARTMENT” option to get a list of services.
- Here, please select “NO EARNING MEMBER CERTIFICATE” option to get “LOGIN” pop-up.
- Please enter the login credentials at the prompted space. Also, enter the captcha at the prompted space and click “Sign In” button.
- If you are a new user, go to the home page and use the “New Registration” option on the left part of the screen to get the “New Registration” page. Complete the page prompts as appropriate for registration as appropriate. Once all the details are completed, please click the “Submit” button to register and then login.
- Once login, applicant will reach “APPLICATION FORM FOR NO EARNING MEMBER CERTIFICATE” page.
- Please complete the page prompts with required details. Upload applicable documents as appropriate.
- Once all the above requirements are complete. Please click the “Show Payment” button to get the next page.
- Please follow the onscreen information to reach the online payment gateway page. Use the applicable payment type to complete the payment.
- An acknowledgement will be provided for this application and also in your mobile number as “SMS”. Please save it for future reference.
- This application will be processed further. From this point onwards, this application will be processed as per how it will be processed when it is applied offline.
- ”SMS” triggered update on application status will be sent to the applicant’s mobile.
- Please follow the department notification to complete this process. The certificate can be downloaded from this site as per notification.
Apply through Meeseva centre
- Applicant can reach out to the nearest Meeseva center for the application form.
- Link for contact details: Meeseva center link please select the number against district for list of contact details.
- Applicant can download the form from the following Forms Link
- Fill the application form and submit the form along with documents and fees to Meeseva officer at the counter.
- The details will be processed online.
- Applicant gets application number as acknowledgement and the same will be sent as Email and as SMS to the registered email ID and registered mobile number respectively. Please save it for future reference.
- This application will be forwarded to the respective department for further processing.

- Applicant will get update about the progress of his/her application through SMS in their registered mobile number. Applicants are advised to follow the department guidelines to get the certificate.
- Please follow the department notification. The status, viz. Approval or Rejection if any will be conveyed to the applicant through an SMS or as per applicable norms.
- The Certificate thus granted shall be obtained from the centre where it was applied.
- Note:
- Applicant should apply with the same office from where the family member certificate was obtained.
- Applicant has to bring original documents to the applying office while applying for cross verification purpose and scanning if required.
- Without cross signature on photograph and signature on undertaking, the application will be rejected.
- Applicant may be asked to apply with the specific format as advised by the respective benefit providing government departments. In that case, the applicant shall use the format to apply.
- Applicant should apply with the same office from where the family member certificate was obtained.
