Apply Online - Permission for Film Shooting Online with Images

  1. To start your application process, you first need to create an account on the FFO (Film Facilitation Office) website Link
  2. After filling all the necessary details, enter the captcha and click the “Submit” button.
  3. You will be redirected to the Login Page with the message “Your account has been created successfully. Please activate your account by clicking on the link sent on your email.”
  4. Go to your email and click the activation link sent by FFO.
  5. Once you click on the activation link on your email, you will be redirected to the login page again with the message “Your account has been successfully activated.”
  6. Now enter your email ID & password in ‘USERNAME’ & ‘PASSWORD’ textbox and then ENTER captcha as shown in the image. Then click the “Login” button.
  7. Your dashboard will open now.
  8. Click on “Start New Application” button
  9. Now, fill out the application form for seeking permission for film shooting across various States in India.
  10. The next step is to upload the documents. The application form for seeking State level and local permission will ask for the information/documents mentioned on the “Required Documents” section below.
  11. The application form contains three sections such as Production Details, Line Producer and Shooting Details and you are required to fill each section one by one. (You can click the “Save Draft” button whenever you want, to continue the process at a later point of time)
  12. After filling the necessary details and uploading all the documents in the first section – Production Details, click the “Next” button to go the second section – Line Producer.
  13. After filling the necessary details and uploading all the documents in the second section – Line Producer, click the “Next” button to go the third section – Shooting Details.
  14. After filling the necessary details and uploading all the documents in the third section – Shooting Details, click the “Submit” button. Or you can click the “Save Draft” button to save the filled in details and submit the application later.
    Note: Before submitting your application, please ensure all the required documents & information are given correctly, as you cannot make any changes after submitting your application.
  15. After submitting the application, it will be sent to the appropriate State Nodal Officer/s, whose contact information will be sent to you.
    Note: If you want to make any changes after submitting your application, you may communicate them directly to the State Nodal officer, whose details are available on the portal in your dashboard and is also shared with you on email.
  16. Depending on your region, the State Nodal officer/s will contact you regarding the processing of your application and payment of costs. If the Nodal officers of the State/s do not respond, you may contact the FFO office for further information.
  17. Once the permission has been granted for the specified States/UT, the Nodal officers will upload the Permission letter to the FFO web portal.


Apply Via Mail

  1. To shoot a film in Andaman and Nicobar Islands, Indian film producers or their authorised representatives must submit two sets of filled application forms in the approved format at Annexure-I (Page 9) to: The Director, Information & Publicity, Andaman & Nicobar Administration, Port Blair, Pin code- 744 101 (at least 45 days prior to the shooting)
  2. The filled-out application form shall be forwarded by the Nodal Officer to all departments requiring “No Objection Certificates” in order to grant such approval. Only applications for “No Objection Certificate(s)” from departments shall be forwarded by the nodal official in order to obtain:
    • One time “No Objection Certificate” for Green category if not already available.
    • “No Objection Certificate” for Orange and Red category
  3. If the required “No Objection Certificate” for Green and Orange category sites is not received within 10 working days of any department receiving all required information, it will be deemed to have been issued by the concerned department. These ten working days do not include any days when the applicant is required to provide additional information for approval in accordance with existing rules.
  4. All additional inputs should be collected by the department concerned via contact email or mobile number in order for the “No Objection Certificate” to be issued as soon as possible. The emails will be used to determine the above-mentioned ten working days.
  5. The department of IP will issue the applicant the "Final Permission" within 1 (one) working day of receiving all “No Objection Certificates” from concerned departments. The final permission will be issued within one (1) working day of the receipt of all fees.
  6. If a department refuses to issue a “NO OBJECTION CERTIFICATE”, the department in question must explain why. The Nodal Department will be responsible for presenting the details of such refusal to the Chief Secretary within 1(one) day of such refusal in order for the concerned department to make a final decision on issuing a “No Objection Certificate” to the Film Maker.

List of “No Objection Certificates” required

  • “No Objection Certificate” from Forest department:
    • For shooting in the Reserved Forest areas, Protected Forest Areas, Biosphere Reserve and premises of Forest Department
    • For underwater filming.
  • “No Objection Certificate” from Tribal Department: To shoot film in the Tribal areas or about any subject related to tribal population or involving a tribal in any form directly or indirectly.
  • “No Objection Certificate” from Police Department: For verification of crew members if required and maintenance of Law and order.
  • “No Objection Certificate” from Shipping Department: For shooting on ships.
  • “No Objection Certificate” from Port Management Board: For shooting in Port Limit and Jetties under their control.
  • “No Objection Certificate” from Transport Department: For shooting on Buses of STS (State Transport Service).
  • “No Objection Certificate” from District Collector:
    • For shooting to be done on roads, markets and settlements.
    • For shooting in Tribal Areas.
  • “No Objection Certificate” from Andaman Nicobar Command: For shooting in Defense establishments.
  • “No Objection Certificate” from Art & Culture: For screening the script and shooting in places of historical importance.
  • “No Objection Certificate” for using premises of a Govt. Department/PSU/Corporation: For using premises of any Govt. department, “No Objection Certificate” of department concerned will be required.
  • Any other “No Objection Certificate” if deemed necessary by the Nodal department.

Following documents to be enclosed with the application:

  • A signed undertaking.
  • Four copies of scripts and four copies of synopsis of the script.
  • If any animal is to be used during shooting or is affected directly or indirectly during the shooting, “No Objection Certificate” of Animal Welfare Board of India.
  • In case any living personality is portrayed in the film as a character, the filmmaker must share the script with that personality or his/her legal heirs, before beginning the filming and obtain a “No Objection Certificate” for submission along with application form.
  • Details of locations (with at least one GPS coordinates) where shooting of film is proposed to be held.
  • Details of each team members and their passports.

Location specific permission fee, if any, have to be made to the respective State authority directly. The State Nodal officer will assist you with this.

Processing TimeEdit

Your permission to shoot will process within three-weeks for non-restricted area. However, you are advised to apply 30 days in advance.

InstructionsEdit

  • You cannot get blanket permission if you do not know where to film yet. Permits are date and location-based, which means that you should tell the FFO exactly when and where you would like to film. They cannot provide the permit without this information.
  • Co-production - If you intend to shoot your film with an international co-producer under the official treaty, you must apply for permission as an international project.
  • Following the completion of the shoot, the FFO shall seek and collect feedback from the applicants regarding their filming experience, including a request for information pertaining to shooting-related data. The applicant is required to submit the feedback form.
  • Following the release of the project, the FFO will seek trailer and high-resolution poster images of the film for display on the FFO Web portal, as well as other marketing collaterals that the FFO may create to promote filming in India.
  • The production must agree to include the Film Facilitation Office logo in the project's final production rolling credits. The official FFO logo can be obtained from the Film Facilitation Office in New Delhi.

  • An ecosystem of Nodal Officers has been established across various State Governments and Union Territories, as well as within key stakeholder Central Government Ministries/Departments (including the Animal Welfare Board of India, the Archaeological Survey of India, the Directorate General of Civil Aviation, the Airports Authority of India, the Ministry of Environment, Forest and Climate Change, the Ministry of Railways, Central Board of Indirect Taxes and Customs etc.) with a view to enable effective governmental collaborations, including the expediting of all shooting permits and the creation of a film-friendly environment throughout the country. The portal provides information on the assigned Nodal Officer for the respective State/Union Territory, as well as its filming policies/guidelines, shooting locations, and other filmic and non-filmic information.

Need for the DocumentEdit

Permission for shooting films is necessary as the shooting process may cause disturbance to the public. For instance, it may cause traffic jams, gathering of large number of people in public places, etc. So, it is indeed necessary for you to seek the permission from the appropriate authorities in India before shooting your film in a particular State/UT in India.
