- Individuals intending to export rough diamonds from Kenya needs to be issued with a Kimberley Certificate from the Cabinet secretary of the Ministry of Mining permitting the export of the diamonds. The applicant can get the certificate making an online application to the Ministry of Mining. This can be done online by visiting the Mining’s Department online portal through the following Mining Cadaster Portal
- The first step is to register on the Mining Cadaster Portal through the following link.
- The applicant should navigate to the “I wish to make Mineral Dealing licence applications” section and click on the “Register for an account” link to continue with the application.
- This will open the next page which is the “Registration to use the Online Mining Cadastre” page.
- Fill in the required information for registration.
- After completing the form, and uploading supporting documentation, accept the terms and conditions by checking the checkbox, and click on the “Register” button to create an account.
- The applicant will receive an email to verify their email address, however the account will be restricted until it has been authorised by a Ministry representative.
- Once authorised, the applicant will receive another email indicating that the account has been updated, after which the applicant will be able to log into the portal.
- Log into the “Mining Cadaster Portal” account using the registered Email address and password.
- Upon entering the Mining Cadaster Portal select the “License Applications” option on the left pane and click on the “Dealers license/Permit” tab. This will open to the “Application for a Dealer’s Licence/Permit” page where the applicant can continue with the application process.
- Fill in the required information, upload the required documents and accept the terms and conditions then click on the “Submit” Button to proceed to the next step.
- The applicant should then select the “Permit” option on the application form and indicate that it is an export permit application by selecting the “Export Permit” option on the application form.
- The applicant should indicate that it is a Diamond Export permit application by selecting the “Diamond” option in the minerals category.
- Attach required documents to the application. A list of the required documents can be found in the “Required Documents” of this page
- Upon clicking the “Submit” button, the application will be sent to Ministry for review and verifications to be made. It usually takes a period of two days for verifications to be made.
- After successful review an approval email containing payment details will be sent to the email address provided during the application.
- Proceed to make the application payment using the instructions provided. The application fees for the license can be found on the “Fees” section of this page.
- Once payment has been made select the payment mode, enter the enter the Transaction Ref Code/No and upload proof of payment receipt and click on the “Submit” button.
- Upon entering the next page, click on the “Generate Acknowledgement Receipt” button. This will cause a receipt to be generated which the applicant can download and save for reference.
- In this page, the applicant can check the application status of their application.
- The processing of the application time is usually 7 days.
- Once approved, the applicant will be notified via email and SMS. A pdf copy of the license will be availed in their account for download by clicking on the “Generate License” button.
Apply In-Person:

- Here the applicant will be given an application an Application form by a licensing officer to fill and submit.
- Fill in the application and attach the required documents. A list of the can be found under the “Required Documents" section of this page.
- Proceed to pay the required application fees and attach the payment receipt to the application document. Details of the application fees to be paid can be found under the "Fees" section of this page.
- The applicant should then submit the completed application form, required documents to the Cabinet Secretary of the Department of Mining for verifications to be done.
- The licensing officers will review the application regarding any areas of noncompliance with the license requirements which the applicant is required to address.
- The reviews, inspections and approval of the application will take approximately a period of 7 days to be completed by the licensing officers.
- Once done and application approved. The Cabinet Secretary shall, notify the applicant of the decision on the application within 7 days of receipt of the application.
- The license will be granted to the applicant a within 7 days.
- The applicant will be notified to collect their license via telephone call or SMS.

- An application for a Kimberley Certificate shall be made to the Cabinet Secretary.
- The Cabinet Secretary shall issue a Kimberley Certificate within three days from the date of submission of the application.
- An applicant shall be required to re-submit an application if it is incomplete or inaccurate.
- An application shall only be accepted upon payment of the prescribed application fee.
- An application fee once paid is not refundable.

- The permits allows the holder to export rough Diamonds from Kenya.
- A person who has been granted a mineral right to mine diamonds or a diamond dealer’s licence shall not export rough diamonds unless that person has been issued with a Kimberley Certificate.

- "Kimberley Certificate" means
- in relation to the export of rough diamonds from Kenya, the certificate issued by the Cabinet Secretary or a person authorised by the Cabinet Secretary for the export of rough diamonds from this country;
- in relation to the import of rough diamonds, a similar Kimberley Certificate issued by the respective authority of the exporting country for the export of rough diamonds.
- An application for a Kimberley Certificate shall be made to the Cabinet Secretary completing an application Form .
- The Cabinet Secretary shall issue a Kimberley Certificate within three days from the date of submission of the application.
- Rough diamonds shall be exported in containers.
- A container for the export of rough diamonds shall be constructed in a manner that makes the reseal of the container impossible after it is opened.
- The container in which rough diamonds are exported shall bear the serial number of the accompanying Kimberley Certificate.
- A person who exports or imports rough diamonds shall keep in respect of the rough diamonds the following records:
- the serial numbers of the Kimberley Certificates
- the purchase order, invoice or similar document if the rough diamonds were purchased or otherwise obtained by the exporter or importer.
