Step 1: Project Preparation and Environmental Assessment:

  1. Before applying for a NEMA Compliance Letter, ensure that you have conducted the required environmental impact assessment (EIA) or environmental audit, depending on the nature and scale of your project. This assessment should be carried out by qualified environmental experts or consultants.



Step 2: Engage an EIA Expert or Consultant:

  1. Engage a qualified Environmental Impact Assessment (EIA) expert or consultant to prepare and submit the EIA report on your behalf. Ensure that the consultant is registered with NEMA.



Step 3: EIA Report Preparation:

  1. Work with the EIA consultant to prepare a comprehensive EIA report. The report should include detailed information about the environmental aspects and impacts of your project, as well as proposed mitigation measures.



Step 4: Consultation and Public Participation:

  1. Depending on the nature of your project, you may be required to conduct public participation and consultations as part of the EIA process. This involves engaging with local communities and stakeholders to gather input and address concerns related to the project's environmental impact.



Step 5: EIA Submission to NEMA:

  1. Submit the EIA report, along with the necessary application forms, to NEMA Website or Login to e-citizen and click on NEMA icon.
  2. If a new user, kindly create an account, but if already exists, please log in to proceed with the application process.
  3. Click on the “EIA Study Report” option on the left side, and ensure you fill in the required fields paying special attention to those with an (*) which is a mandatory field. Note: Ensure the email entered is correct as alerts will be sent to email.
  4. On successfully completing the application, click on the “Submit” button. A message will be displayed saying the Form has been submitted successfully.
  5. Login to the email that you shared on the application form, and check on Inbox or Junk. Therein, you shall see an NEMA email.
  6. Follow the link that is shared in the email to make your payment. On clicking the link.
  7. This will cause the total amount that is chargeable for the issue of the compliance letter to be displayed. A convenience fee of Kshs. 50 will also be included.
  8. Choose your preferred payment option and follow the given instructions to pay. An e-mail will subsequently be sent to confirm receipt of payment
  9. Additionally, a Payment Receipt will also be sent to your email. This can be kept for future reference.
  10. After this, the officer in charge will process the application and communicate for collection of the NEMA compliance letter.



Step 6: Review and Evaluation:

  1. NEMA will review the submitted EIA report to assess its completeness and compliance with environmental regulations. They may also conduct site visits and consultations with relevant stakeholders.



Step 7: Environmental Impact Assessment License:

  1. If the EIA report is approved, NEMA will issue an Environmental Impact Assessment (EIA) license, which authorizes your project to proceed while adhering to specified environmental management plans and mitigation measures.



Step 8: Project Implementation:

  1. Implement your project in accordance with the approved EIA license and environmental management plans.



Step 9: Environmental Audit (If Applicable):

  1. If your project is required to undergo an environmental audit, engage an environmental audit expert or consultant to conduct the audit in compliance with NEMA regulations.



Step 10: Audit Report Submission:

  1. Submit the environmental audit report via the NEMA Website, along with the necessary documentation and application forms, to NEMA for review.



Step 11: NEMA Compliance Letter Application:

  1. Apply for a NEMA Compliance Letter by submitting the relevant application forms, audit report, and any additional documentation as required.

Step 12: Review and Issuance:

  1. NEMA will review the audit report and compliance with the environmental management plan. If everything is in order, they will issue the NEMA Compliance Letter.

Step 13: Post-Compliance Monitoring:

  1. Comply with any post-compliance monitoring requirements as specified by NEMA.
