1. To apply for a Digital Television Licence (Not Associated with an Analog Television Station), the applicant will need to submit an application to Canadian Radio-television and Telecommunications Commission (CRTC). Here is the contact Link
2. The applicant will need to create an account with CRTC to submit an application form. Click on the following link to the login page: Link
3. Click on the “Broadcasting online form and cover page” option. The applicant will be directed to the login page.
4. If the applicant has an account, they can log in using a GCKey or sign-in partner login.
5. If the applicant does not have an account follow these steps:
   • The applicant can select if they want to log in using GCKey or sign-in partner.
   • Click on the “Sign up” option. Accept the terms and conditions and click on “Next”.
   • Enter a username and password and click on “Next”.
   • The applicant will need to enter recovery questions and answers, click on “Next”.
   • Once this is done, click on “Continue”.
   • The applicant will need to request an activation code from the CRTC to activate their account.
   • The applicant will need to call the CRTC on any of the numbers provided under the “Office Locations and Contacts” section of this page.
   • Enter the activation code to activate the CRTC account.
6. Once the applicant has logged in to their account, they will need to fill out the cover page.
7. Fill out the application form with all the relevant details. Here is the link to download the application form: Link
8. Attach the application form to the cover page on the applicant’s CRTC account.
9. The CRTC may call if they need further information.
10. Once the application is reviewed, the commission will decide if they want to approve the applicant’s license.
