Apply In-Person
- To apply for a Quarry Licence, you should visit the Mines and Geology Division (MGD)under the Ministry of Transport and Mining. You can contact the Mines and Geology Division (MGD) via this link: Link
- Obtain the application form at the registry of the Mines and Geology Division in person or download it from the MGD website via this link: Link you can also download the form directly through this link:Link
- Once your application form and any relevant supporting information/documents have been completed, signed, stamped, and certified where required
- Visit the MGD office and apply for verification by the MGD registry service section
- The official will check the application for accuracy and to ascertain if that the application is correct then the official will direct you to the cashier to pay the application fees
- Go to the cashier, pay the application fees, obtain the payment receipt and go back to the MGD official at the registry service desk
- The official will confirm that you have paid the correct fee and then update the file and schedule a date for the site inspection
- On the scheduled date, MGD will send its inspectors to conduct due diligence on the proposed site and write a report which you will be required to declare and sign
- Then the complete application and the inspection report will be forwarded to the commissioner and government-related agencies requesting inspection of the proposed quarry site and their recommendations and approval of the proposed quarry site. The government agencies include:
- (a) The National Works Agency (NWA)
- (b) National Environment Protection Agency (NEPA)
- (c) Agricultural Land Management Division (ALMD)
- (d) The Environment Health Unit (EHU), Ministry of Health
- (e) The Parish Council (of the parish) where the proposed site is located.
- (f) Any other relevant organization (deemed necessary)
- A final report is collated by the MGD which includes the recommendations of the agencies and the report is then submitted to the Quarry Advisory Committee (QAC) for deliberation.
- The Committee can make the following recommendations to the Minister:
- An application be deferred pending the provision of additional information
- A license be refused
- A license is granted with conditions.
- If you are granted a quarry license, the license is approved for a specific period and over a clearly defined geographical area. In cases where the application is rejected, an appeal can be made to the Minister
- For the approved application, you must submit the following documents for the Quarry License to be issued to you:
- Restoration Bond to be maintained on deposit with the Commissioner
- Quarry Plan
- After assessment and if it is determined that your documents and the agency site inspections are in order, you will be contacted through telephone when the license is ready for collection from the MGD.
Note that you will be notified in writing:
- That the application has been recommended
- The requirements for the quarry plan
- The amount to be paid for the restoration bond
Required DocumentsEdit
- Complete application form
- Proof of fee payment
- Proof of legal access to land for the proposed area to be quarried. This can be in the form of:
- Certificate of Title
- Stamped Sales Agreement or Instrument of Transfer
- Stamped Lease Agreement
- An affidavit from Attorney or Justice of the Peace indicating ownership or possession of the land
- Six copies of a topography map at a scale of 1:12,500
- Six copies of a survey diagram at a scale of at least 1:6000 showing the exact area to be quarried.
- Two (2) character references (for Individual only)
- Notice of Intent to establish a quarry at the proposed site
- Requisite Test Certificate depending on the type(s) of material to be quarried.
In the case of a company, the application must also be supported by:
- Certificate of Incorporation
- Names of Directors
- Company’s/Individual’s Taxpayer Registration Number
- Company’s Certificate of Incorporation

- A quarry license is granted for a specific period and over a clearly defined area and it is not transferable, however, it is subjected to renewal then it expires

InstructionsEdit
There are several Special Conditions imposed when a license is granted. These include conditions and/or restrictions laid out by any or all of the relevant agencies. These include:
- the timely submission of production returns
- payment of quarry tax
- suspension and/or revocation of the license
- appropriate engineering practices
- sound environmental practices
- restoration of quarried-out lands
- safety practices
Every licensee who fails to submit production returns for any quarterly period is liable to a penalty of one percent of the tax payable by him. This penalty shall not, in any case, be less than fifteen thousand dollars or more than thirty thousand dollars
