Ivory Coast - Request for Phytosanitary (Certificate) Product Approval (Plant Protection Department)

Apply In-Person :
- Applicant should gather all the supporting documents (listed below) and visit the Ministry of Agriculture and Rural Development department of Pesticides office.
- Collect the application form, read carefully through it as there contain different section and fill it accurately.
- Submit the completed form along with the supporting documents (listed below) for verification and processing.
- Pay the licence fee at the in-house bank, upon which you will be issued with a receipt.
- The Pesticides Committee will conduct an inspection on the establishment where the product will be manufactured or stored to determine, if it complies with the current Good Manufacturing Practice(GMP) regulation is practice.
- GMP status report and the laboratory analysis of the product will be presented to pesticide Registration committee for review and final decision making.
- A copy of the report finding will be given to the applicant and if any modification or upgrading is required, Corrective Action and Preventive Action Report (CAPA) report will be issued and you will be required rectify the problem.
- Upon successful implementation of the CAPA, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
- The application will be further assessed and it if the authority/minister is satisfied that there is the need to register the product and all requirements for its registration have been met, it will be registered and you will be issued with the certificate of registration within 3 months .

- A request for approval with precise mention of the company names and addresses of the manufacturer and / or the distributor of the mark addressed to the President of the Pesticides Committee of Côte d'Ivoire
- The sheets A, B, C and D duly completed
- The certificate of origin of the formulated product
- The letter of authorization from the manufacturer for the benefit of the applicant, with a view to the distribution of the product in Côte D'Ivoire
- Summary in French of the environmental file of the active material (s) ( s) in French
- The general characteristics of the product (insecticide, fungicide, acaricide, etc.), uses, crops to be treated, conditions of use
- Bulletin or certificate of analysis of the formulated product
- Complete composition of the product formulated in a sealed envelope
- The safety data sheets (MSDS) of the formulated product
- Certificate (s) of approval of the product formulated in other countries
- Application fees set by the Secretariat of Pesticides Committee
- Methods of analysis of the formulated product with a summary in French
- Methods of determination of the residues of the formulated product and of the active ingredient (s) with a summary in French
- Technical leaflet of the formulated product in French
- Model label of the formulated product written in French according to the standards in force Côte d'Ivoire
- Specifications of the packaging of the product formulated in French
- Protocol of experimentation in Côte d'Ivoire of the formulated product
- Model label of the formulated product written in French according to the standards in force Côte d'Ivoire
- Experimental report in Côte d'Ivoire of the formulated product
- Summary in French of the toxicological file of the active ingredient (s) ( s)
- Summary in French of the residue file of the active material (s) in French
- Appendices separately comprising the toxicological file, the residue file, the Eco toxicological file, the environmental file of the material (s) active ingredient (s), and other additional studies on the formulated product and active ingredients.
- Summary in French of the Eco toxicological dossier of the active ingredient (s) in French
- Identification document

- No person/entity should produce, manufacture, supply, distribute or sell to the general public anyphytosanitary product that has not yet being tested, approved, registered and licenced by theMinistry of Agriculture and Rural Development department of Pesticides office.
- The aim of these is to maintain the integrity of the product for their intended purpose and avoid misleading the general public.
