Private security agency means a person or body of person engaged in the business of providing private security services including training to private security guards or their supervisors or providing private security guards to any industrial or business undertaking or a company or any other person or property.
Apply In-Person:
- Every application for the grant of licence for a private security agency should be made to the respective Controlling authority.
- The controlling authority can be senior police officers / senior officers serving in the Department of Home as per “Private Security Agencies (Regulation) Act”

- Applicable application forms can be obtained from the authority or write on an A4 sheet as advised.
- Application form can also be downloaded using the following link: Form link please refer page 1 for Form V.
- After getting the updated information, please arrange for all the relevant documents and certificates required for applying.
- Every application shall be accompanied by a licence fee by way of demand draft or Banker's cheque in the name of respective controlling authority
- Also applicant has to enclose form for verification of antecedents.
- If the applicant is a company, a firm or an association of persons, then every proprietor or majority shareholder, partner or director of the company has to provide the form for verification of antecedents, as if they were also the applicants.
- Please submit the completed application enclosing the above requirement along with required documents as mentioned in the “Required Documents” section in 2 copies to the receiving authority.
- On receipt of the application, the application set will be verified for requirements. If all are in place then the authority may sign the first copy as acknowledgment and return it while keeping the second copy for further processing.
- From this point onwards the applicant gets SMS notification in their mobile about the progress of the application. So, please look for the notification and follow the department guidelines.
- If there is no notification or communication from the department side, then it is advisable to meet the concerned authority with whom the application was submitted.
- Controlling authority shall make inquiries as it deems necessary to verify the contents of the application and the particulars of the applicant.
- The Controlling Authority shall obtain a no objection certificate from the Superintendent of Police or the designated authority of the concerned district, where the applicant intends to commence its activities by sending the copy of application.
- Concerned Police authorities will inspect the premises and do the due diligence.
- After due diligence and verification by the respective police authorities, the Superintendent of Police or the designated authority of the concerned district will forward the report back to the controlling authority.
- If the report yields a satisfactory result, then the controlling authority will call the applicant for an interview section.
- Once all the above steps are completed successfully the licence will be sanctioned.
- The licence will be delivered to the office address mentioned on the application through post or hand delivered as notified, or it will be delivered as per applicable norms.
- Note:
- The grant of licence is purely department’s decision.
- Keep a photo copy of the DD and make sure to check the date on DD.

- To Register a Private Security Agency, the applicant shall visit the nearest CSC/Tehsil Centre. Find contacts to CSC centres in the link provided:Link
- Procure the application form from the concerned centre and fill it up with the necessary details required for the process.
- Make sure to attach all the "Required Documents" along with the application form before submission.
- Provide authorized signatory and photograph, wherever applicable.
- Now submit the application to the office of the concerned centre.
- On successful verification, the applicant will be notified by the CSC centre.

- Convicted of an offence in connection with promotion, formation or management of a company (any fraud or misfeasance committed by him in relation to the company), including an undischarged insolvent. or
- Convicted by a competent court for an offence, the prescribed punishment for which is imprisonment of not less than two years. Or
- Keeping links with any organization or association which is banned under any law on account of their activities which pose threat to national security or public order or there is information about such a person indulging in activities which are prejudicial to national security or public order. Or
- Dismissed or removed from Government service on grounds of misconduct or moral turpitude.
- A company, firm or an association of persons shall not be considered for issue of a licence, if, it is not registered in India, or having a proprietor or a majority shareholder, partner or director, who is not a citizen of India.
- Note: An application for issue of a licence under this Act shall only be considered from a person after due verification of his antecedents.

- Rupees five thousand if the private security agency is operating in one district of a State.
- Rupees ten thousand if the agency is operating in more than one but up to five districts of a State.
- Rupees twenty-five thousand if it is operating in the whole State.
- Note: These charges may vary, and please get the updated fee details from the authority while applying.
ValidityEdit
- A licence granted shall be valid for a period of five years unless the same is cancelled.
- May be renewed from time to time after the expiry of five years, for a further period of five years on payment of such fee as may be prescribed.

Processing TimeEdit
The Controlling Authority needs to act on the application (whether to issue or refuse to grant the licence) within 60 days, starting from the date of receipt of the application, and it takes around 60 days to finish the procedure.

- No private security agency shall provide private security abroad without obtaining permission of the Controlling Authority, which shall consult the Central Government before according such permission.
- Every private security agency may, while employing a person as a private security guard, give preference to a person who has served as a member in one or more of the following, namely:—
- Army
- Navy
- Air Force
- Any other armed forces of the Union
- Police, including armed constabularies of States
- Home Guards.
