To Obtain Permit or License to Photograph or Film Marine Mammals for Educational or Commercial Purposes (MMPA), the applicant has to approach the U.S. Fish and Wildlife Service Division of Migratory Bird Management. 2. Fill out the form and save it (upload as an attachment as per Step 13).
3. Start Application Online.

6. If the applicant is a new user, they have to register first by clicking on the “Create an account” option.
7. An applicant has to provide their own email address when they create an account.
