Apply In-Person:
- To Apply for Permit or License to Move Live Plant Pests, Noxious Weeds, Soil and Prohibited Plants, the applicant has to approach the U.S. Department of Agriculture (Animal and Plant Health Inspection Service) Link
- Note: The applicant can select their respective state from the dropdown menu.
- The applicant has to download the form from the following link
- Applicant has to fill in all necessary information in the application form. (Incomplete forms are not accepted)
- The applicant has to make sure to attach all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The applicant has to attach the photocopies of the required documents along with the application form while submitting.
- Submit the completed form and the necessary documents to the authority officer.
- The fee for this procedure has to be paid as per the authority’s request.
- Once all the verification process is done by the authority, the applicant receives a notification through mail.
- The applicant has to get the permit by visiting the office or download the permit by email.
- The processing time for this procedure is up to 7 – 14 days.
Apply Online
- To Apply for Permit or License to Move Live Plant Pests, Noxious Weeds, Soil and Prohibited Plants, the applicant can make the application online in the following Link
- The applicant has to select the “U.S Department of Agriculture & Permit Applicants” from the drop-down menu and click “Submit”.
- The applicant has to login with their User ID and password. If the applicant doesn’t have an account, then they can click “Create Account” tab.
- Select the User type as “Customer” and click “Continue” button. Then, enter the email address and click “Submit” button.
- The applicant will receive email from [email protected] with the subject “eAuth – Confirm e-mail”. The applicant has to Click the “Continue Registration" link in the confirmation e-mail.
- The applicant will be redirected to the eAuth web site, enter your name and set up a password. And, click on “Submit” button.
- The applicant will receive email from [email protected] with the subject “eAuth – Customer Account Registration Success”.
- Select “Manage Account”, then choose “Update Account” option, then click “Continue to Login Page” button.
- Enter user ID (email address) and the password and click “Log in with Password” button.
- Click on the link (in the middle of the right side of the page) to “Verify My Identity”.
- Enter the date of birth and click on “Continue” button.
- Select “Verify My Identity Online (recommended)” option and click “Continue” button.
- Agree to the terms of service by clicking “I Agree” button.
- To begin the verification process, enter your address, phone, birthday and social security number. Click on “Continue” button.
- The system will ask personal identity verification questions. If you are able to answer the questions, your “Verified Account” will be created.
- Click Continue on the “Identity Verification Success” page. And click Continue to Application on the “Account Information” page.
- Now, go to the link in step 1 and click on “Create\Renew\Amend Application” link in the left side of the page. Choose “Plant Protection & Quarantine” option and click on “Continue” button.
- Select “PPQ 526: Permit to move live plant pests, biological control agents, Bees, Parasitic Plants, Federal Noxious Weeds, or Soil” option and click “Continue” button.
- The applicant has to enter all the necessary information in the application form.
- The applicant has to make sure to upload all the necessary documents that are mentioned in the “Required Documents” section of this page.
- The fee has to be paid by any of the given payment methods.
- Review the application and click “submit”.
- The authority will review the application. Once the verification process is done by the authority, the applicant receives a notification through mail.
- The applicant can check the status of the submitted application. Go to the link in step 1 and click on “My Applications “ link.
- The applicant can download the permit from the website or get the permit by visiting the office or download the permit by email.
