Learner's Permit
- Before you can apply for a provisional license, you must first obtain a learners permit. You can get a permit to drive a car when you turn 16.
- You can submit your application to obtain a learners permit at the Motor Vehicle Registry (MVR) at the Shire during their office hours. Applicants have to provide primary and secondary proof of identification (original documents or certified copies only) when applying for the permit. A letter of consent signed by your parent or legal guardian is also required if you are under the age of 18 when you apply.
- When you apply for a learners permit, you will be charged a fee that allows you to take one practical driving assessment. All fees must be paid at the time of application. You will not get a refund if your application is refused.
Tests that an applicant must pass to obtain a learner's permit:
- A Computerised Theory Test: This test consists of 30 multiple choice questions on road rules and safe driving practice. You can prepare for the test by studying the Drive Safe Handbook which can be obtained from the MVR and taking the online learners permit practice quiz.
- An Eyesight Test: If you need any visual aids to pass the eyesight test, your license will be endorsed to show that you must wear those aids when driving.
- A Medical Test (if necessary): If you have a medical condition and/or take medication, you must declare this on the application form when you apply for a learners permit. The customer service officer will advise whether or not you will need to have a medical assessment before you can obtain a permit.
Applicants who will pass the required test, will received their learners permit and they can start learning how to drive. Permit holders must obey all the conditions stated on the permit.
Taking the Practical Driving Assessment
If you and your driving instructor think you have had enough experience you may make an appointment to take a practical driving assessment at the Police Station by calling 9164 8444. If you dont pass the assessment you will have to pay another fee to take the assessment again.
If you wish to change or cancel an appointment you must notify the Police Station 48 hours before your supposed appointment, otherwise you will forfeit your assessment and have to pay for another assessment.
On the day of your practical driving assessment:
- Be at the police station at least ten minutes before your appointed assessment time.
- Drive to the Police Station with your tutor.
- Bring your Learners Permit and The Log Book
After you have passed the driving assessment, you must gain further experience driving under supervision. You will need to go to the MVR at the Shire where you will be issued with Phase II learners permit and a log book. You will need to record in your log book at least 25 hours of your driving experience across a range of conditions. The 25 hours is a minimum requirement and you should try and get as many hours of supervised driving experience as possible.
Note: The log book is a legal document and false or misleading information will cause those that have signed this document, liable to prosecution.
Obtaining a Provisional License
On or after your 17th birthday, and once your log book has been checked and verified that you have completed the minimum 25 hours, you can take theHazard Perception Test (HPT) to get your provisional licence. This computerised test will assess your ability to respond to different traffic situations and to make safe driving decisions. You will be charged a fee prior to sitting the HPT. Once you have passed the HPT a provisional license will be issued to you.
The provisional license will allow you to drive without supervision. For the next two years you will have to display P plates whenever you drive.

EligibilityEdit
Applicants may apply for a Learners Permit when they turn 16 years old.
Different type of licenses issued in Christmas Islands:
- R-N (Moped): A class R-N licence will authorise you to ride any moped.
- Minimum age requirement 16
- R-E (Motorcycle Restricted) : This license will allow its holder to ride any motorcycle and any motor carrier not exceeding 250cc.
- Minimum age requirement 17
- R (Motorcycle) : This license will allow its holder to ride any motorcycle and any motor carrier.
- To get a class R license, applicants must have held a class R-E (Motorcycle) licence for at least one year.
- C (Car unrestricted) : This license will allow its holder to drive any motor vehicle that have a Gross Vehicle Mass (GVM) of 4.5 tonnes or less; any motor vehicle equipped to carry up to 12 adult persons (including the driver); and any moped.
- Minimum age requirement 17
- C-A (Car with Automatic Transmission) : This license will allow its holder to drive any motor vehicle with automatic transmission having a GVM of 4.5 tonnes or less; any motor vehicle with automatic transmission equipped to carry up to 12 adult persons (including the driver); and any moped (automatic).
- Minimum age requirement 17
- LR (Light Rigid Vehicle) : This license will allow its holder to drive any motor vehicle with a GVM exceeding 4.5 tonnes but not exceeding 8 tonnes; any motor vehicle equipped to carry more than 12 adult persons (including the driver) but not exceeding 8 tonnes GVM; and any motor vehicle included under class C (Car).
- To get a class LR licence you must have held a C (Car) licence for at least one year.
- MR (Medium Rigid Vehicle) : This license will allow its holder to drive any motor vehicle with a GVM greater than 8 tonnes with two axles; and any motor vehicle under LR (Light Rigid) class. A class MR licence will allow you to tow a single trailer (not a semi-trailer) that does not exceed 9 tonnes GVM.
- To get a MR licence you must have held a C (Car) licence for at least one year.
- HR (Heavy Rigid Vehicle) : This license will allow its holder to drive any motor vehicle with a GVM greater than 8 tonnes with 3 or more axles; and any motor vehicle under MR class. A class HR licence will allow you to tow a single trailer (not a semi-trailer) that does not exceed 9 tonnes GVM.
- To get a class HR licence you must have held a C (Car) licence for at least two years or a LR or MR licence for at least one year
- HC (Heavy Combination Vehicle) : This license will allow its holder to drive any motor vehicle with a GVM greater than 8 tonnes and towing a trailer (including a semi-trailer) exceeding 9 tonnes GVM. You can also tow an unladen converter-dolly trailer; and any motor vehicle under HR class.
- To get a HC class licence you must have held a C (Car) licence for at least three years; and a MR or HR licence for at least one year.
- MC (Multi-Combination Vehicle) : This license will allow its holder to drive any heavy combination unit towing one or more additional trailers over 9 tonnes GVM; and any motor vehicle under HC class.
- To get a MC class licence you must have held a C (Car) licence for at least three years; and a HR licence for at least one year; or a HC licence for at least one year.
