Procedure

1. The applicants should fill in the application form of permanent resident permit in China for foreigners honestly and hand in the documents below:
2. First, the valid foreign passport or other documents which can take place of it.
3. Second, the health guarantee certificate by Health quarantine department appointed by Chinese government or foreign medical organization of the hygiene authenticated by embassies and consulates stationed abroad of China.
4. Third, the non-criminal records abroad authenticated by embassies and consulates stationed abroad of China.
5. Four, 4 recent front colorful photos with hat off of 2".
6. Five, other documents prescribed by this measure.
7. The aliens who are sanctioned for permanent resident in china, will get Alien Permanent Permit signed by the Ministry of Public Security. The abroad applicant with Form of Confirmation of Alien Permanent Permit, going to the embassies and consulates stationed abroad of china apply for D visa, then obtain the Alien Permanent Permit in 30 days after entry in china from the public security organ which accept the application.

Required Documents

• Completed Application Form of Aliens for Permanent Residence in PRC;
• Four recent 2-inch color photos (full face without hat) against blue background;
• Valid foreign passports or identification capable of substituting passports;
• Certificate of health issued by Entry-Exit Inspection and Quarantine Bureau appointed by the Chinese government or issued by foreign medical agencies accredited by Chinese embassies or consulate offices (the Health Certificate is valid for 6 months since it is issued);
• Proof of no criminal record abroad recognized by Chinese embassies or consulate offices.
• Proof of household registration of their Chinese spouses or the Certificate of Permanent Residence of aliens of their spouses of foreign nationality, marriage certificates, proof of secured living status and certificate of house leasing or property right of the house which have been notarized.
  

The above-mentioned proof issued by related agencies abroad should be attested by the Chinese embassies or consulate offices in the countries or regions.

Eligibility

• The applicants have invested in China directly, have steady investment condition and good revenue record for more than 3 years.
• The applicants take the job continually as or above the assistant general manager or factory director, have the high title of or above the associate professor or assistant researcher, or have enjoy the equal treatment in China for more than 4 years, during which the applicants have been living in China adding up to no less than 3 years and have good revenue records.
• The applicants have great and outstanding contributions to China or meet the special requirements of Chinese government.
• The spouse and unmarried children younger than 18, of the applicants referred in the first, second and third item of this article above, can apply.
• The spouse of Chinese citizens or the aliens who have got the qualification of permanent resident in China, has lasted the marriage for more than 5 years, lived in china for more than 9 months every year and have steady living guarantee and residence.
• The unmarried children younger than 18, go and seek refuge with parents.
• The applicants who have no direct relatives abroad, go and seek refuge with the domestic direct relatives, over sixty years old, living in China for no less than 9 months every year and having steady living guarantee and residence.

Fees

1,500 RMB Application Fee for each person
300 RMB for each Foreigner's Permanent Residence Permit

Validity

Five or ten years.

Need for the Document

The permanent residence of foreigners in China refers to that the period of foreigners' stay here is not limited.
Certificate of Permanent Residence of Aliens is the legitimate identity card of aliens having obtained permanent residence and may be used independently.
They can enter and exit China by holding their valid passports and the Certificate of Permanent Residence of Aliens without a visa.

Information which might help

Aliens granted permanent residence in China will be granted Certificate of Permanent Residence of Aliens by the Ministry of Public Security.
Whereas the applicant is abroad, the Ministry of Public Security will issue Form of Conformation of Permanent Residence of Aliens, the applicant should go to the Chinese embassies or consulate offices to apply for D visa on the strength of the Form, and obtain Certificate of Permanent Residence of aliens within 30 days upon entry from the public security authority that has accepted the applications.

Others

Aliens having permanent residence in China under any of the following circumstances will be cancelled of their permanent residence by the Ministry of Public Security, and their Certificate of Permanent Residence of Aliens will be revoked or declared invalid:

• likely to cause harms to the national safety and interests;
• ordered by the people's court to be expelled from of the country;
• obtaining permanent residence by way of providing falsified materials and other illegal methods;
• accumulated stay in a year being less than three months or accumulated stay in a period five years being less than one year, without permission.
