Procedure

When the owner of the vehicle to vehicle recycling companies sell a motor vehicle shall complete an application form, submit the vehicle registration certificate, plate and driving license. Motor vehicles and motor vehicle recycling business should confirm the disintegration issued to the vehicle owner. "Scrapped vehicle recycling proof." Scrapped large passenger, trucks and other commercial vehicles should be under the supervision of the disintegration of vehicle management.

Vehicle recycling business shall, after the disintegration of the vehicle application form within seven days, the vehicle registration certificate, plate, driving permit and "scrap vehicle recycling proof" copy to vehicle management, application for cancellation of registration.

Proof vehicle management should review the submitted documents, recover the vehicle registration certificate, plate, driving license, issued by the cancellation certificate.

• Original vehicle registration card
• Original vehicle title
• Vehicle license plates
• If the vehicle has been scrapped, then the 4th page of issued by vehicle scrap factory is required.
• If the vehicle is destroyed by natural disaster, fire or traffic accident, then the proof documentation on demolition must be provided
• If the application of cancellation is caused by returning the vehicle to the manufacturer due to a quality issue, then invoice of returning the vehicle and proof certificate issued by domestic manufacturer or dealer of imported vehicle must be submitted
• If the vehicle belongs to an embassy (consulate) or individual foreigner who is applying for cancellation due to return shipment to foreign country, then must be submitted.

The motor vehicle department can cancel a vehicle's registration but this may be at the request of the vehicle's registered person or an insurance company.

Instructions

Have one of the following situations shall not deregistration.

• submit invalid certificates
• the vehicle is seized or detained by the People's Court, People's Procuratorate, the administrative law enforcement agencies;
• stolen motor vehicle;
• inconsistencies of the contents of the vehicle and the vehicle file records;
• the registration of motor vehicles in the mortgage, pledge filing period.

Need for the Document

Cancelling a vehicle's registration is a serious step. It removes the vehicle from the Motor Vehicle Register, which means you can no longer lawfully use the vehicle on roads.

Other regulations

If the vehicle is registered in Beijing, however cant been taken back to Beijing for scrapping due to traffic accident, the vehicle can be scrapped by a local vehicle scrapping center. The owner should request that vehicle scrapping center to issue a proof certificate of scrapping. The vehicle owner should then take this proof to the Motor Vehicle Administration to apply for cancellation of registration
