1. Obtain all necessary documents.
2. Go to any RENAP site to apply for a negative birth certificate.
3. Submit all required documents and information.
4. Pay the application fee.

Decree No. 90-2005 of the Congress, "National Registry Law of Persons", Articles 67, 68, 69, 70 and 71.

Board Agreement No. 176-2008, Regulations Civil Registry entries of Persons, Article 1, 2, 3, 8, 9, 11, 16, 17, 22 and 24.
