ProcedureEdit

Here are the steps on how you can register for the Group Practice Medical Scheme (“GPMS”) and obtain a health card.

  1. Complete an application form. A link is provided under 'Documents to Use' section which you can click to download the form.
  2. Once complete, submit the form together with these following documents:
    1. ETB Contract (if applicable).
    2. PAYE Allowance & Social Insurance Contributions Class Certificate.
    3. One passport photo on a WHITE background.
    4. Civilian Registration Card (Current ID card / Passport).
    5. Proof of address.
      Deeds or Under Lease of the property together with last receipt of rates or last three months’ utility bills.
      Private Rental Agreements (not through an Estate Agent) must be accompanied by Deeds of the property and last receipt of service charges or rates in owner’s name.
      In the case of renewals please bring recent Rental Agreement and three months utility bills.
      Valid rental agreement (6 months minimum). In the case of renewals, please bring recent Rental Agreement and three months utility bills.
      Valid Tenancy Agreement with HM Government of Gibraltar or approved Tenancy List.
    6. Changes of name or address – documentary evidence will be requested.
    7. If applying as a Frontier Worker – The S1 Certificate will be required.:
      Applicants who are working and paying their Social Insurance Contributions in Gibraltar and reside in another EU Member state, you need to apply for an S1 (Former E106) at the Social Insurance Contribution Office.Please enquire at the Social Insurance Contribution Office, how to register your S1 with the Spanish Authorities.
  3. Signing the Application Form:
    Applications for persons under the age of 18 must be signed by a Parent/Legal Guardian.
    Applications for persons aged 18 and over must be signed by the applicant. Please note that all documentation must be in English.
    Translations to English by Official Translators must be provided if original documents are in a different language.
  4. Collecting your health card. The Health Card will be ready for pick up from the Primary Care Centre, 2nd Floor - ICC Building. If you wish to have your card picked up by another person, then you will have to sign a letter of authority.
  5. It will take about 4 to 6 weeks for your health card to be ready for pick up.

Gibraltar's healthcare scheme is a contributory system called the Group Practice Medical Scheme (“GPMS”). Individuals who are entitled to receive healthcare are mentioned in the GPMS Act, the Medical (Group Practice Scheme) Regulations (“GPMS Regulations”) and the Medical (Group Practice Scheme) (Contributions) Regulations (“Contributions Regulations”).

The Act created two classes of persons entitled to be registered under the GPMS: firstly insured persons by virtue of section 4(1) of the Medical GPMS Act and their dependants by virtue of section 3 of the GPMS Act; and, secondly, persons who are “ordinarily resident” in Gibraltar pursuant to section 4(2) of the GPMS Act. The scheme entitles members and their dependents to access health care at no charge. Medicines are available at a cost of £2.50 per item on the prescription subject to a maximum charge of £7.50. Dental treatment is only available to children. Adults may be seen for emergency treatment only.
