Procedure

Apply In-Person:

1. To Apply for Petroleum Operation License in Ghana, the applicant must go to the Environmental Protection Agency(EPA) in Ghana link
2. Applicant has to approach the environmental protection agency in Ghana and the applicant can get their application form for Pesticides storage facilities license.
3. Read through the application form carefully as it contains different section.
4. Make sure that his/her have all the documents listed in the “Required Documents” section of this page.
5. Please refer to the fees details in the “Fees” section of this page.
6. Applicant will be issued with the prescribed fee invoice, visit any ECOBANK branch near you with the invoice and make the payment.
7. Submit the completed forms along with the supporting documents at the EPA office for verification and processing.
8. The EPA will dispatch an inspector to the facility premises for inspection to determine if Good Distribution Practice (GDP) and Good Storage Practice (GSP) during storage and dispatch of product that quality control, and quality assurance of the products is practise.
9. A copy of the report finding will be given to the applicant and if any modification or upgrading is required, Corrective Action and Preventive Action Report (CAPA) report will be issued and applicant will be required rectify the problem.
10. Upon successful implementation of the CAPA, a follow-up inspection may be conducted by the inspection team to ascertain the effectiveness of the implementation (where applicable).
11. If the authorized official is satisfied that all the conditions are meet as required for the application, applicant will be notified of the outcome and issued with the licenses.

Eligibility

• To be eligible to obtain a petrol operation license and start a petrol pump, the individual must be a Ghana Citizen and a resident of Ghana, as per the Income Tax rules. To get the resident of Ghana document, an individual must stay in Ghana for 182 days or more in the previous financial year.
• The business or commercial activities of the downstream industry in respect of crude oil, gasoline, diesel, liquefied petroleum gas, kerosene and others are eligible.

Fees

• A Non-refundable fee for this procedure is GHS-100.

Validity

• The licence is valid for one year.

Need for the Document

• The licence allows you to buy petroleum products in bulk (1 500 litres or more, per transaction of petroleum products) from a licensed manufacturer, and to sell it to end users.

• In Ghana, petroleum activities shall be conducted only in an open area under a license or petroleum agreement and in accordance with applicable laws. An open area simply refers to an area of possible petroleum accumulation within the jurisdiction of Ghana, and those areas shall be on a reference map prepared by the minister in consultation with the commission.
