ProcedureEdit

Apply In-Person:

  1. To Apply for Milk Cooling Plant License in Ghana, the applicant must go to the Foods and Drugs authority office. contact link
  2. Applicant must obtain the application form from FDA office.
  3. Before construction of the milk cooling plant and layout of equipment commences, ensure that the applicant have obtained all necessary legal approvals are obtained. These approvals include:
    • Approval from National Environmental Management Authority
    • Survey Plan from survey Ghana
    • Architectural plans
    • Structural plans
    • Ownership documents
    • Building permit
    • Project registration
  4. The applicant has to make sure that he or she has all the required documents that are required for this process to be successful and they can be found under the "Required Documents" section of this page.
  5. Submit copies of the necessary approval documents to the Foods and Drugs authority to get an Assurance Letter. An Assurance Letter is issued on APPLICATION to the respective office in order to provide a framework for license issuance upon completion of project.
  6. On completion of construction of the milk cooling facility, contact the nearest FDA office for a preliminary inspection of plant.
  7. If everything is in order, the applicant can move on to the next step and make his/her application for a milk cooling plant license through the Foods and Drugs authority Licensing Board.
  8. Visit the Dairy Development Authority Licensing Board to make the applicant’s application for the premises inspection and pay the requisite application fees. Fees listed in the “fees” section of this page
    • If the applicants are not registered, fill in the required information which include
    • Business details
    • Applicant’s details to register.
    • After registration, make a payment for application for inspection. The application fee is GHS.20, 000.
  9. This will be followed by an inspection of the premises to ensure that it complies with the laid out hygienic and operational requirements of the Foods and Drugs authority and if successful, the applicants are required to pay the requisite license fees. This you can do by visiting the Bank pay through the counter. The license fee is GHS 100,000.
  10. Once payment is made, the milk cooling plant license will be processed within fourteen days.
  11. The license has a validity period of one year and the applicant can start operations immediately.
  12. Pay monthly dues and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)
  13. The license is then processed within14 days and issued for a period of one year.


For Existing Projects

  1. For operational milk cooling plants, the following steps should be followed:
    • Contact the nearest DDA office for preliminary inspection of premises. This should be undertaken at least two months before expiry of current license. (Where areas of non-compliances are identified, improvements should be undertaken)
    • Apply for licensing and pay the requisite application fees.
    • This is followed by an inspection of premise. If successful, the client pays the requisite license fees.
    • The license is then processed within14 days and issued for a period of one year.
    • Continue with operations and pay monthly dues and levy as and where applicable. Other conditions of issuance of the license should be observed (Non-compliance can lead to suspension of permit)

Need for the DocumentEdit

  • Licensing of milk processing is an important activity in regulation of the dairy industry. It facilitates regular inspection of such premises to ensure compliance to milk quality and safety requirements.
  • In Ghana no person is allowed to carry out milk processing without a valid milk processing license.

The milk cooling facility should comply with the laid out hygienic and operational requirements. This include compliance in the following areas among others;

  • Premises: should be properly located, designed, ventilated, lighted and protected from contamination
  • Equipment – Equipment, piping, accessories and other contact surfaces coming into contact with milk and milk products should be easy to clean and sanitize, corrosion resistant and made from food grade material
  • Personnel: Milk handling personnel should be clean and well-groomed, properly attired and medically certified
  • Record keeping: Quality records should be maintain and updated
  • Waste management: Effluent and other solid wastes should be managed in accordance with regulations
  • Utilities: Adequate supply of potable water and other essential utilities depending on type of operation
  • Management: Premises should be managed by a qualified supervisor or manager
  • Operations: Recommended processing schedules should be followed e.g. cooling temperatures and time controls.
  • Rodent and vermin control: Premises should be protected against invasion by flies, rodents, birds and other vermin.
