Procedure

Apply In-Person:

1. To Apply for Construction Permit for Filling Stations in person, the applicant has to approach the National Petroleum Authority (NPA) in Ghana Contact link
2. Applicants approach the NPA office and applicants can get their application form.
3. Applicant has to enter all the information in the application form.
4. Applicant must make sure to carry both photocopies and originals of all documents are necessary for completing this procedure.
5. Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
6. A fee for this procedure is has to be paid as per as authority’s request.
7. Visit NPA nearest to the location of the proposed station site and submit the application letter along with the supporting documents.
8. After submission, the submitted applications and attached documents will put forth for verification and validation.
9. On checking and finding that the requirements have been furnished properly, the officials will proceed to perform further required actions.
10. An inspection will be conducted for verifying the business premises and analyzing the technical competence as well as financial capability.
11. Once all the necessary processes are over and the permit/license is ready for collection, applicant will be notified through phone or email and asked to collect the document.
12. Generally, the processing time for this procedure takes 30 to 45 days.

• License validity is for 1 year and this license is renewable annually.

Need for the Document

• In order to construct and operate Petroleum Filling stations in Ghana, an organization or individual must obtain a relevant license from the Department of Petroleum Resources.
• A person shall not engage in a business or commercial activity in the petroleum downstream industry unless that person has been granted a license for that purpose by the Authority.
