Apply In-Person:
- To apply for construct/modify lubricating oil blending recycling plant for the manufacture of lube oil in Ghana, the applicant has to approach the National Petroleum Authority (NPA) Contact link
- Applicants has to approach the NPA office and the applicants can get their application form for construct/modify lubricating oil blending recycling plant for the manufacture of lube oil.
- Applicant has to enter all the information in the application form.
- Applicant must make sure to carry both photocopies and originals of all the documents are necessary for completing this procedure.
- Applicant must make sure to carry all the necessary documents that are mentioned under “Required Documents” section of this page. (Both photocopies and originals)
- Applicant should attach photocopies of documents (whichever is necessary) along with the applicant from while submitting it at the office.
- Application fee details shall be provided by the concerned licensing officer.
- Submit the completed forms along with the supporting documents at the respective office for verification and processing.
- This application will be processed and the information will be verified by the NPA.
- If the verification is successful, the notification will be sent to the applicant.
- After getting the notification from the concerned authorities, the applicant can visit the office to collect their document.
- If there is no information regarding the application, then, the applicant can visit the office to know the status of the application.
- The processing time for this procedure takes 30 days.

Required DocumentsEdit
- Evidence of local participation i.e. at least 50% shares to be held by Ghanaian citizens.
- A detailed description of the proposal stating clearly:
- Formulations, Specifications, Classifications, Grade, Trade names and Identifications of the products to be manufactured
- Detailed description of laboratory facilities and equipment to be used for products quality control and test methods to be used
- Effluent handling and disposal method
- Codes, standards and specification to be adopted in the design of the plant with Specifications of equipment and facilities to be installed.
- Two copies of the design drawings of the plant specifying the relative distances in meters between the plants and adjoining properties.
- Two copies of the piping and instrumentation diagram of the blending/recycling plant and the sectional details of the storage tank(s).
- Evidence of Land Title Registration/Lease Agreement with the land Owner.
- An Environmental Permit from the Environmental Protection Agency (EPA).
- A Development and Building Permit from the Area\Town Planning Authority approving the
- Construction of the Depot for petroleum storage, bulk sale and distribution on the proposed site.
- A Fire report signed by the Chief Fire Officer or a Regional Fire Officer evidencing that
- Arrangements proposed for the prevention and fighting of fire coupled with good housekeeping at the site are satisfactory.
- A report from the Geological Survey Department of Ghana attesting to either the absence of or acceptable levels of seismic activity on and around the proposed site.
- A Geotechnical Report.

- The National Petroleum Authority was established by an Act of Parliament (NPA Act 2005, ACT 691) to regulate the petroleum downstream industry in Ghana. As a Regulator, the Authority ensures that the industry remains efficient, profitable, fair, and at the same time, ensuring that consumers receive value for money.
- The National Petroleum Authority wishes to inform the general public, specifically, those who intend to be, or are already service providers in the petroleum the downstream sector, on provisions under the national petroleum authority act 2005, (act 691) and the requirements for obtaining a license.
- A person shall not engage in a business or commercial activity in the petroleum downstream industry unless that person has been granted a license for that purpose by the Authority.

Need for the DocumentEdit
- A provisional licence will initially be granted and issued to all applicant companies requiring Petroleum Product bulk consumer Licences. Under this licence, applicant companies cannot lift products directly from the Tema Oil Refinery, the depots or any other refinery except through the sponsoring Oil Marketing Company/LPG Marketing Company.

- Any application for a permit to construct or modify a lubricating oil blending/recycling plant for the manufacture of lube oil shall be submitted to the National Petroleum Authority giving details of the proposals and any information that may be relevant to the project.
- If, after the permit to construct the lubricating oil blending/recycling plant has been granted and the execution of the works has not commenced at the expiry of twenty four (24) months from the date on which permit was granted, or at the expiration of any extension of that period which the Authority may allow, the permit shall cease to have effect.
